It can not develop the function as it should be in the practice of the management in public sector. The performance evaluation should be the unification of the subjective feeling of the audience and the objective performance production of relative sectors, the unification of the administrative behavior of the public sector and the result. In China the performance evaluation of public administration is mainly implemented in the government department, therefore the performance evaluation of public administration in our country is chiefly meaning the government performance evaluation. Our actual system has got many defects compared with the overseas mature evaluation system. As to the subject of evaluating, it always takes the opinions of official and superior's as the main part, not the civilian and audience's, which is unilateral and unscientific. We must absorb the audience into the realm of the performance evaluation subject, foster their ability and enforce their proportion, finally forms such a new situation: the government provides service, and the audience evaluate it and pay for the result of their evaluation. It is the very situation we need in the democratic society, which is also according with the direction of the construction of the socialism harmonious society. The "audience involvement " model absorbed "the reasonable kernel" of the Stakeholder theory and the governance theory, advocated entitling the audiences legal participation right to the government performance evaluation, simultaneously absorbing the independent evaluation organization to participate in the government performance index system construction and the performance evaluation process surveillance and the coordination as the "neutral" third party, contested that the audience, the independent evaluation organization and the government departments themselves set up together the polycentric the government performance evaluation subject. Among them, the proportion modulus of the audiences should be transforming and increasing along with the situation development, finally from "audience involvement" transits "audience decision". Even though the "audience involvement" model is just applicable in the transitional phrase, it is very realistic and practical.
