Research On The Strategy Of Promoting The Development Of Classification Of Medical Institutions In Chongqing City

Objective: Through the analysis of the medical institutions classification management policy, found that the problems of classification development of medical institutions classification, in order to adapt to the gradual improvement of the socialist market economic system, explore the establishment of the classification management system of medical institutions for economic and social development, and the comprehensive policy.Put forward the suggestions in deepening the reform of public hospitals, speed up the social capital to do the medical for government,promoting the reform and development of medical institutions classification vigorously.Method: By using different study methods such as literature data method, semi structured interview, policy analysis method and inquiry method. Evaluated the effectiveness of classified management policies by Mccall and Webb’s content and process analysis model, and through field interviews and expert consultation to understand the problems of medical institutions in classification development in Chongqing city, and puts forward relevant policy suggestions.Result: The medical institutions classification management policy didnot achieve the goals that promoting the reasonable competition of medical institutions and controlling the drug cost growth. Find out that the classification management policies of medical institutions are difficult to meet the requirements of health system reform in the aspects of financial investment, personnel salary system, tax preference. Then establish a new classification management system of medical institutions and the matching policies.Conclusion: Current classification management policies can not meet the requires of various types of medical institutions, It is urgent to change the practice that division of medical institutions through ownership,establish a more reasonable medical institutions classification management system and supporting measures, to promote the government’s medical institutions and the medical institutions organized by society to develop rapidly.
