| ObjectiveThrough the investigation on qualified personnel, technical services in city level and 8 county medical institutions providing medical cosmetic services, illegal medical cosmetic services, cognition of persons in charge in life cosmetic organizations, etc. To explore the boundaries between life and medical cosmetology, and to analysis problems and policy recommendations of medical cosmetic services industry in Chongqing.Methodcluster sampling Chongqing city level and eight counties’ 71 medical institutions, and the corresponding randomly selected 207 life cosmetic organizations, using a self-designed questionnaire and interview outline, the trained investigators site surveys and interviews.Result(1) The names of 10 medical cosmetic institutions haven’t approved standardized;(2) 17 medical cosmetic institutions haven’t approved to the secondary diagnosis subjects;(3) Among medical cosmetic institutions approved to the secondary diagnosis subjects, 2.27% haven’t subtract cosmetic surgery subjects which are not carried out, 22.86% haven’t subtract cosmetic dermatology subjects which are not carried out, 38.10% haven’t subtract cosmetic dentistry subjects which are not carried out, 28.57% haven’t subtract traditional Chinese cosmetic medicine which are not carried out;(4) due to administrative departments’ undeveloped filing work and medical cosmetic items of medical institutions are not for the record, 70.34% medical cosmetic items of medical institutions haven’t filed;(5) 16 of 52 medical institutions aren’t setting beds carry out unauthorized infusion, accounting for 30.77%;(6) On personnel qualification aspects, 2 doctors did not obtain physicians practicing certificate, 5 nurses did not obtain nurse practitioner certificate, 28 officiating attending physicians, 21 nurses do not meet the qualification requirements for practitioners in "medical cosmetic services management approach";(7)In 207 life cosmetic organizations, 6 bodies were identified illegally to carry out medical cosmetic items, accounting for 2.90 %, of which 3 bodies carried out cosmetic dermatology, 2 bodies carried out traditional Chinese cosmetic medicine, 1 bodies carried out cosmetic dermatology and traditional Chinese cosmetic medicine at the same time, 2 bodies set specialized technical operation rooms, accounting for 33.34%, 2 bodies’ disinfection facilities meet the requirements to carry out medical cosmetic items, accounting for 33.34 %,1 body have records related to disinfection of medical devices, equipment, accounting 16.67%. 17 staffs did not get medically relevant academic background and physicians relevant certificates.Conclusionto suggested to strengthen laws and regulations knowledge in health administration department personnel,medical cosmetic institutions and life cosmeitic organizations, to revision "medical cosmeitc items hierarchical management directory" and " medical cosmetic institution, medical cosmetic department(room) basic standards,(trial) ",to regulate the licensing and medical coesmetic items filing of medical cosmeitic institutions, to strengthen supervision and management of medical cosmetic institutions and life cosmetic organizations, to wipe out the illegal medical cosmetic activities, to increase social propaganda and improve correct medical cosmetic awareness. |
