Research On The Reform Of Public Hospitals In Fuyang, Hangzhou

In recent years, with the rapid development of China’s economy and society, the demand for health care is increasing. How to provide quality health services has become a realistic and important problem to the governments at all levels. As the main supplier of health services--public hospitals, it is the main place for people to see a doctor. Due to various reasons, operating mechanism and management system of public hospitals in our country have many problems, the difficult access to medical service and unaffordable medical treatment is always the vital problem to the ordinary people. As a result, our country started the reform of medical sanitary system. How to make the public hospitals’ reform better in the medical sanitary system has important theoretical and practical significance. Especially to Fuyang Disrict of Hangzhou, which has entered the aging society, will has a higher degree of aging with the time goes by. Then the demand of medical care will be more urgent. So, the detailed research on the reform of public hospitals in Fuyang, Hangzhou has a very important significance.This paper regards the Fuyang District in Hangzhou as the object of research and studies the reform of public hospitals in Fuyang since 2012.The main contents of this paper consist of six parts:Part Ⅰ:Introduction. The main background, significance of the reform of public hospitals in Fuyang, Hangzhou, the current situation of foreign and domestic research, the research’s methods and structures of this paper, are briefly described.Part Ⅱ:The interpretation of the theory about the public hospital reform. The paper discriminates the conception of public hospital, reform of public hospitals and the commonweal of public hospital. Then, this paper introduces theoretical basis of public hospital reform, such as new public management theory, fairness and efficiency theory, public goods theory and welfare economic theory.Part Ⅲ:The practice of public hospital in Fuyang District, Hangzhou. This paper mainly introduces the kinds of practices in Fuyang’ reform-the reform of public hospital financing mechanisms, the reform of public hospital services system, the reform of public hospital management system and the public hospital medical wisdom mode. It also introduces five results—the increasing of government financial investment, the rapid development of the wisdom medical system, the bigger enthusiasm to see a doctor in local area, the lower proportion of drug cost in the total fare and the optimizing of public hospitals’internal mechanism. It tells about seven problems-- financial investment, the price of medical services, the dissociation of service and medical cost, the construction of excellent doctors, salary distribution system, medical wisdom’s construction and major reforms. Then, this paper analyzes related three causes—the government financial pressure, fewer medical staff incentives and a certain degree of fame and fortune among the public hospitals.Part IV:The practices and implications of public hospitals at home and abroad. This paper studies the practices and implications of Germany, Singapore, Jiangsu and Fujian, then summers up the advanced practice of public hospital reform to provide a reference for Fuyang.Part Ⅴ:The measures to deepening the reform of public hospitals in Fuyang. Through the analysis of the public hospital reform’s process in Fuyang and learning from home and abroad on the best practices of public hospital reform, we put forward five measures to deepen the reform-- make innovations in purchasing mechanisms to promote the separation of services and medicine costs, perfecting guide mechanisms to foster industry talent, strengthening medical wisdom and enhancing intelligence applications, exploring new and innovative services to facilitate medical treatment of patients and advancing financing reform to introduce the social capital.Part Ⅵ:Conclusion. It introduces the conclusions of this paper through the research on the reform of public hospitals in Fuyang, Hangzhou.
