The number of the elderly population of the country reached 212 million in 2014, of which the disabled elderly population about 40 million. Under the new economic normal, pressure of work is increased and leisure time reduced. In the past, many children take the economic and life care of the elderly, while the family protection function is weakened. Proportion of the chronic disease is increased, of which self-care ability decreased. The elderly’s demand for LTC services continue to expand. The pension market is open to private capital, and the supply side of LTC market is increasing, the competition is intensifying. Improving the quality of LTC service has become an important way to enhance the competitiveness of the LTC organization.Service quality management is the key to the development of LTC. Studying the service quality of LTC is helpful to promote scientific LTC services management; Easier for the government to make relevant decisions and supervise; Promote the vigorous development of LTC services industry.In this paper the LTC service quality as the research focus, and the old service ethics as the core concept, comprehensive description the LTC service quality generation process, find the key links affecting service quality, constructed the model and evaluation index system. With the help of SPSS and MATLAB mathematics software, using the method of project, factor analysis, comprehensive evaluation, TOPSIS and other methods, getting results as follows: the comprehensive evaluation of Shanghai LTC service quality score is 0.6934, the expectation is 0.4596, the actual perception is lower than the expectation. Among the service quality of the six nursing homes, the BAY score was the highest. Security, empathy, responsiveness, entity are the order of four dimensions. Provide psychological service, professional skills, activity service, suitable food in the four-dimensional are the largest gap project.To solve the problem in service quality of shanghai LTC, staff should strengthen training to improve the professional skills; develop physical and social rehabilitation program; adjust the treatment and welfare of the nursing staff, introduce the qualification mechanism, develop the career plan, guarantee the stability of the nursing team; establish the service occupation morals and old service ethics, pay attention to elderly’s real need and provide the psychological comfort service; provide personalized services to meet the needs of the elderly; Last using new technologies and smart devices to improve the accuracy and effectiveness of LTC services, to explore the potential of LTC service.
