| In recent years, frequently happened safety production and pollution accidents in China have made great social and international impacts and also put enormous pressures on the Oil Refining Company that the author works for. How to identify the potential hazardous factors in an oil refinery unit in a scientific, efficient and complete way, to make proper risk evaluation and to put forward practical preventive measures is an important part to avoid the occurrences of accident events.The general thinking way of this research is as follows:launch activities to identify hazardous factors among the entire staff within an enterprise, use a scientific method to evaluate the results of identifying hazardous factors based on the risk matrix made by the company, and finally implement the corresponding control measures according to the risk size, so as to lower the risk of hazardous factors resulting in potential accident events to an acceptable level and to effectively safeguard safety production and employee health of oil refineries.Taking example of Ethylene Plant of Jilin Petrochemical Corporation, the author has carried out the work of identifying hazardous factors and the corresponding risk evaluation within the company since2010.First, HAZOP analysis, LEC method and RAM matrix method and so on are employed to conduct the identification of hazardous factors in processing and operation. Meanwhile, based on the risk matrix table of Jilin Petrochemical, a scientific risk evaluation method is used to classify the risks caused by hazardous factors and the relevant risk control measures are taken. In terms of risk control and prevention, according to risk size, risk elimination efforts (i.e., listing them into hidden danger administration project and put investment into the relevant rectification) must take precedence over other ones. Second, risk reduction and prevention (starting with formulating emergency plan, adding warning signs, revising operation methods, etc) are carried out. At last, through comparing the associations between the number of hazardous factors identified, the achievements of hazards handling, and the number of accident events, the author finds that the quality of hazardous factors identification and risk evaluation is directly related to safety and stable production of a plant.On the whole, the author’s many years of safety management practice within oil refining company has proven that successful hazardous factors identification and risk evaluation play a critical role in the prevention and control of accident events. |
