Objective Comprehensively investigate the input(policy,strategy,resources), process(qualification and examination, policy support in Midwest China) and output(health human resources allocation process) of Chinese health human resource development during 2007-2014 with structured sorting and systematic assessment. Using structured quality evaluation tools for quantitative and qualitative literature to evaluate the quality of retrieved health human resource research literature, which explicit the weak point of the current study on health human resource.Method According to ‘A guide to rapid assessment of human resources for health(2004)’ put forward by WHO, with regard to China’s health workforce development of input- process – output, with reference to the four modules including leadership and management,financial support,education training, qualification examination to systematic evaluate the health human resource; Respectively adopt(JBI2005) and GRADE quality classification standard of evidence to evaluate Chinese health human resources literature during 1997 to 2014. Result 1 Systematic assessment: During the past sixteen years, the number of health human resource policy was increasing; the coverage and target were expanded, health human resource policy guidance are gradually shifted from scale to improve quality and allocation equity; Health human resource budget, program, education training and scientific research investment increased steadily; the total number of health workforce continues to grow, the scale expands continuously, the number of all kinds of professional health workforce is on a growth trend, The unreasonable regional distribution between urban and rural areas was gradually improved, the overall quality of health workforce were gradually raising; But the data also shows that the gap of health workforce in urban and rural, regional distribution are apparent in our country, and the trend gradually expands.. 2 The evaluation of literature quality:From1997to2014,the number of health human resource research literature was by a sharp increase, the numbers of literature among east, middle, west region gradually decline, which is coinciding with the development stage in three kinds of areas of China.45.3% qualitative literature and 57.6% quantitative descriptive literature reached medium level and above.All the quantitative research literature clearly explicit the data collective methods and process, but are all lack of the reliability and validity verification of survey tools.Conclusion Over the past 16 years, the development of Chinese society provides a good opportunity for health human resources development. The total number of health human resources is growing, the size is gradually expanding and the quality is improving; Accompanied with the health manpower building in Midwest and rural areas, unreasonable distribution of health human resource between urban and rural, among regions was gradually improving; the number of health personnel with qualification is increasing while the overall education level is relatively reasonable, which presenting Olive shape distribution.The amount and quality of health human resource in our country is still not high, especially the competency and quality of the primary level health workers is not high, the unreasonable allocation is still outstanding, especially the serious shortage of primary health workers in rural area.Therefore, in terms of solving the problem of health human resource development, there is still a large space to improve.About 50% of literature on health human resources in china, the quality level reaches medium and above. Most researchers adopt qualitative study and descriptive quantitative study, randomized contrast trial is rarely adopted. Deviation exists between research topic and practice challenges. The researches are mainly focus on human resources allocation, while the main challenges in practice area such as finance, development, education and effectiveness evaluation attracts less attention.
