Disease prevention has been of considerable interest to the community service due to the improvement of people’s living standard and medical technology in recent years. Over the past 2 decades, China had erupted with three global public health security threat-Severe Acute Respiratory Syndrome (SARS), Avian Influenza (Bird Flu), and Influenza A(H1N 1). After that, community health service (CHS) has been a hot topic in Chinese academic research of public service. The concept of CHS was introduced in 1997; its service system is based on primary health care, which is committed to provide the general medical services characterized by comprehensive, continuity and coordination.CHS is regarded as a kind of basic medical services for its social sharing feature; the equalized allocation of CHS resources plays a key role in meeting primary medical demands of residents, disease prevention and the whole social welfare improving. Article opens with summarizes domestic and foreign research literature about CHS and defines relevant concepts, takes Public goods theory, Justice theory, welfare economics theory as a theoretical support, combines with policies and characteristics of community health services. Following this, analysis of community health resource allocation and resource utilization in Nan Jing was presented as an example in the view of equalization; data were abstracted from statistical yearbook of Nan Jing from 2008 to 2012. The method we applied is referred to as Gini Coefficient and Theil Index.The evaluation results of Nan Jing can be briefly summarized as follows:(I) The new medical reforms were helped to rise the total amount of CHS in Nan Jing, but the distribution can’t balance with its demographics both geography and resource types. (2)The number of nurses couldn’t meet the assist needs of practicing doctors. (3) Human health resources distribution are not fair with the population distribution. (4) The differences between urban and suburban contributed most to the overall difference of CHS. As a result of this research, following advices can be made as below aims to improve the equalization of CHS resources distribution in Nan Jing, such as planning and allocating health resources reasonably, narrowing the differences between urban and suburban in CHS resources, increasing the nurse numbers, and so on.
