With the economic and social development, information services have become important statutory duties of government departments. The health supervision institute, as an official executive agency performing regulatory functions of protecting health, masters large amounts of information related to health laws and regulations, standards, policies and permissions as well as daily supervision. Its capacity of public information service is directly related to public health, safety and managed objects’lawful activities. This study was designed to study and analyze concerns, evaluation, needs and expectations by the public, media and managed objects for public information services provided by the health supervision agencies, and aimed to improve their information services.Subjects of the research News Reporters, Managed objects of Health supervision and the residents in Shanghai.Methods Based on the literature review and data collection, Focus Group Discussions were used to contact with news reporters and responsible persons from the organizations belonging to managed objects, to discuss the concern, acquirement of the health information services, the desired information service as well as suggestions for improvement. Then, two surveys among managed objects and the public were conducted on the basis of statistical sampling for quantitative analysis, and they aimed to study and analyze the respondents’ level of the concern about health supervision information, understanding of the health supervision institute, acquirement to information, reading habits and the related evaluation, needs and recommendations for improvement.Qualitative data was primarily analyzed through content analysis. Quantitative data was employed by Excel2003and SPSS17.0for descriptive analysis and statistical inference.Results The study finds that the objects of study have a high level of concern for public health supervision information. Managed objects concern for the health laws, regulations and health standards. The public concerns for the healthy living-related information and the instructive information on health and life are concerned about by the media. Most respondents do not understand health supervision institutes and are confused about their functions.31.4%and26.8%of the respondents do not know the official website of Shanghai Health Supervision institute and its service telephone. Furthermore, the utilization of the website is insufficient. The awareness of the public for the website and telephone is relatively low. The acquirement of information by managed objects mainly depends on on-site inspection and the trainings by the health supervision institutes. Public respondents mainly get health supervision information through various news media. The degree of satisfaction about the health supervision information services compared to the public is relatively high-the mean score is3.1points (out of4points), and the mean score of the public is2.6points (out of4points). The age of residents, concerning for the public health supervision information and the evaluation of the transparency, comprehensiveness, accuracy and timeliness about information service are the important influence factor of overall satisfaction evaluation. Managed objects need more rapid and convenient access to information, while the public wants to acquire the information in the community.Conclusions (1) Health supervision information is widely concerned. The concerns of the different objects of study are distinct.(2) The current information services are imperfect and insufficient. The publication, quality and pattern of information service need to be improved. The official website needs to be further strengthened.(3) The age of residents, concern for the public health supervision information and the evaluation of the transparency, comprehensiveness, accuracy and timeliness about information service are the important influence factors of the satisfaction for information service.(4) The root of the problem is the ignorance of the importance of information services.(5) Improving the quality of information, strengthening information publication, building information platform, improving information services should be needed to enhance the overall information services of health supervision institutes.Suggestions Health supervision institutes should take the future information services into consideration, by establishing the regulation, raising awareness of information services and taking the necessary measures. The following four aspects of suggestions should be conducted:(1) Improve information quality:enhancing training for information compiling, etc.(2) Strengthen information publication:developing media strategies, establishing the spokesperson system, regularly holding news release conference, etc.(3) Build information platforms: establishing the information platform, building a one-object-oriented management information service model, establishing "microblog", etc.(4) Improve information services:combining the on-site supervision with information services, strengthening training for managed objects and providing community-based information services, etc.
