BACKGRUOND In order to meet people’s growing need of medical care, allocate heath resources rationally and control the rapid increase of medical costs, community health service has gradually grown up around the world as the core of the medical and health service system. Community health service in China started relatively late but developed more rapidly. Because not all sorts of system and policy were perfect, the government’s financial security, the mode of operation of community health service, the quality of practitioners, general medical education, primary care in community health service institutions and other issues also plagued the development of community health service. As one of the strongest economic and most population provinces, Shandong has made remarkable effect in construction of the community health service system in spite of shortcomings.OBJECTIVES By investigating the present situation of community health service, this study will help to provide objective basis and policy suggestions for the consummation and development of the community health service system.METHODOLOGY Stratified random sampling was used in this study. Several community health service institutions from Jinan, Weifang and Liaocheng were selected as samples. Total of43community health service institutions were selected including14community health service centers and29community health stations. The investigation includes:(1)Basic information of community health service institutions containing total service population, type, attribution, investors and so on.(2)Human resources situation of the community health service institutions.(3)Medical service condition of the community health service institutions.(4)Basic public health service condition of the community health service institutions.(5)Economic operation of the community health service institutions including income and expenditure condition and so on.(6)The general condition and satisfaction of the outpatient in the community health service institutions.The primary datas were encoded and then put into the computer. The database was built by Access. SPSS16.0was used to do the statistic analysis of the data information.MAIN RESULTS(1)Community health service network system has been initially formed but shows uneven distribution for the reason of different regional economic development.(2)The range of the community health service users is relatively concentrated, which are mainly the vulnerable groups.(3)Investors of the community health service institutions hold diversified situation.(4)Basic function of the community health service institutions is provided well, but the disadvantages are also very prominent and there is much work to be perfected. For example, the human resource is not positive, balance of the income and expenses needed, housing facilities of community health service institutions need to be further improved, the further promotion of medical insurance in community health service needed, the further promotion of the coverage of two lines of revenue and expenditure management.(5)The national drug policy was implemented positively and the phenomenon that medicine relys on drugs was eased relatively.(6)Satisfaction of the drug cost is the lowest in community health service treatment.CONCLUSION AND RECOMMENDATIONS (1)The government should make an overall planning for the development of community health service system, setting step goals in different stages, implementing the department and the source of funds, supporting the corresponding policy and supervision measures, to ensure the realization of the development plan of the community health service system.(2) By increasing finance input, the government should lead to increase the quantity of community health service institutions, especially to increase financial support in the health service of the underdeveloped areas.(3) Active measures should be taken to encourage and guide non-government social capital investment in community health service institutions, and regulation of operation of the community health services is needed as well.(4)Government should play a leading role in implementation of policy to promote operation of policies including’essential drugs system’,’two lines of revenue and expenditure management’ and’the designated medical insurance unit’.(5)Pay attention to the human resources situation of community health service institutions, improve their professional quality and focus on solution of nursing shortage problem.(6)Effective measures should be taken to perfect the internal management mode of the community health service institutions.
