Objective:To ensure the hygienic safety of public places in a big event, seek an effective method of supervising and working, improve the sanitation supervision efficiency, and deal with the problem of lack of health supervision resources in Pudong District, a plan of HACCP should be made and put into practice, regarding to the principle and process from "The Principle and Appliance of HACCP" suggested by CAC.Methods:Qualified with public place health requirements for the foundation hygiene establishment and display, three star hotels which often accommodates in big events and two popular shopping malls are employed in the study. According to rules, regulations and standards for public places, combing every managing process of objects, referring to "decision tree" principle and applying Delphi method, hazard analysis and judge are made in every process and the Critical Control Point at each process is verified. With regard to seven principles of HACCP, intervention is made accordingly at each Critical Control Point and HACCP plan is set up including critical limits, control measure, correct measure, test process, and record-save system. The HACCP plan is made and applied as the application and implement of critical limits, control measure, correct measure, test process, and record-save system. Meanwhile, a sampling hygiene inspection is made at each managing process to evaluate the application effect of HACCP plan.Results:1. The Critical Control Point of the hotels and the shopping malls:Critical Control Points are made for the hotels and the shopping malls as following:After two runs of expert consulting, discussing and screening according to Delphi method, four indexes are made for the first class accommodation, eight for the second,25for the third; one index for the first class mall, tow for the second, three for the third.2. HACCP plan is made as following: According to the verified critical points, the hazard analysis is made to each index as well as critical limits, control measure, correct measure, test process, and record-save system.3. The evaluation of HACCP plan application:The three star hotels which often accommodates in big events and two popular shopping malls are employed to make the evaluation of HACCP plan. The result is that:there is no hygiene safety events and complaints at the places mentioned above; during on-site supervision and inspection, HACCP system of fine places run well and problems can be corrected in time; besides the normal overall inspection to the fine places, the health inspection bureau makes routing inspection according to HACCP plan during the important activity, so that the supervision efficiency is improved with the decrease of inspection items. Through supervision and sampling inspection,97.53%~100%of star hotels are qualified with hygiene management and96.07%~100%are qualified with hygiene sampling inspection, while95%~96.05%of malls are qualified with hygiene management and94.64%~100%are qualified with hygiene sampling inspection. In a word, qualification rate is raised greatly and there is a significant difference respectively.Conclusion:To apply HACCP plan at public places in a big event can enhance the supervision of the critical control point and greatly decrease the risk of public health safety events. In this way, hygiene supervisors can focus on the critical control point, maximize the efficiency, save the cost, and accomplish the task effectively. Meanwhile, it is highly encouraged that reception places can manage by themselves actively, improve the ability of hygiene management, know well hazard factors and critical control points, reduce the workload and management cost, increase the management benefit and ensure health safety of guest during the big event.The study on a special field makes a complex management work at public places into a clear management system namely HACCP plan which keeps the advantage of HACCP system, avoid redundant process of management and stress the point. This easy-applied system can save time and labor, fully show the prevention strength of the system, make a direction for the big event management, and improve the hygiene management ability at public places. |
