Objective:1. To establish a suitable nursing safety managementindicator system for skilled nursing facilities which could provide a safetymanagement reference for the skilled nursing facilities’ managers.2. Tocheck the maneuverability of the indicators for further improvement andlarge sample size statistical tests.Methods: Combination with qualitative and quantitative methodsunderpin Vincent’s Framework for analyzing risk and safety in clinicalmedicine, those methods respectively are:1. Expert interviews setting thefirst and second-level indicators;2. literature review is for the third-levelindicators and formed the protocol;3. After two round of modified Delphimethod, final indicators were screened for sure.4. A software named Yaahp6.0was used to identify weight for all the indicators.5. A Hospital basedskilled nursing facility in Chongqing was choose as the main study targetwhile a Red Cross nursing hospital in Shanghai which operates earlier wasalso included as a comparison object. Combination of files reference,on-the-scene observation, manager interviews, sampling survey andinstitution’s self-assessment, scores of indicators were calculated, and thetotal scores for both institutions were calculated as well. Results:1. A nursing safety management indicator system for theskilled nursing facility was established,which included four first-levelindicators: organization and management,nursing staff, environment andfacilities, patient,10second-level indicators,and39third-level indicators.2. The institution from Chongqing marked72.59out of94points while aself-assessment point is72.22out of94points. The institution fromShanghai got76.44out of94points. T-test was applied, P<0.05, whichshows statistical significance.Conclusions: the indicator system had good maneuver-ability and theweight of indexes was consistent with the practical requirement of safetymanagement, but still needed further revision and consummation. Futureuse may be focused in three aspects:1. as a self-assessment tool to checksafety management problems in day-to-day management within aninstitution.2. As a supervision tool for National Health Service executivewho in charge of nursing home facilities affairs.3. As a comparative toolfor clients and their families to choose a better organization for live.
