| Objective To revise the strategy and index and set intestinal outpatient service in Tianjin under the low epidemic cholera.Methods The index system of strategy and setting are scientific and reliable by Delphi expert consultation. The two rounds of Delphi expert consultation were used to set the strategy and index system of intestinal outpatient service in the present study. The weights of first-class indicator and second-class indicator were determined by Analytic Hierarchy Process (AHP) and Proratation Method.Results The authoritative coefficient of setting strategy and hospital index were0.8880,0.8804. The positive coefficients of two rounds of Delphi method were98.65%,94.52%and the coordinate coefficients were0.182and0.245(P<0.05).The epidemic strength of cholera was classified into normal, low epidemic and high epidemic. The normal situation of cholera was defined as no cholera case in whole Tianjin, the low epidemic situation as one scattered cholera case in some district in Tianjin, and the high epidemic situation as over two or more related cholera cases in one week in certain district in Tianjin, and maybe spread to other place. The strategy of intestinal outpatient service was divided into two parts. For the strategy of prior opening, intestinal outpatient service of the secondary and tertiary hospital should be opened when the epidemic situation of cholera was the normal situation last year, and the first-level hospital in the related district and all the secondary and tertiary hospital should be opened when it was low epidemic last year, For the strategy of during the opening, intestinal outpatient service of the secondary and tertiary hospital should be opened when the epidemic situation of cholera was the low epidemic this year, and all the intestinal outpatient service should be opened when it was high epidemic this year. Eight of first-class indicators include government function, setting, personalities and instrument, treatment, disinfection and shield, nosocomial infection control, public health function, surveillance and alert and evaluation, and twenty of second-class indicators were also set up.Conclusions The index system can provide theological basis for control cholera and other intestinal diseases, and has positive influence to guide the medical resource assignment and make full use of the intestinal outpatient service, and has important role on revision of the strategy and setting index of intestinal outpatient service. |
