Purpose:In the context of the current "14th Five-Year Plan" national development of aging and the overall planning of the elderly service system,this study analyzes the overall situation of both supply and demand for the health management effectiveness of the disabled elderly in the aging society,clarifies the basic health management services needed by health management-related institutions,and at the same time summarizes the research status and problems of the evaluation system of the health management effectiveness of the disabled elderly at home and abroad.In addition,we summarize the current situation and problems of the research on the evaluation system of the health management effect of the disabled elderly at home and abroad,and construct a set of index system for the evaluation of the health management effect of the disabled elderly in China based on the above-mentioned contents,so as to provide reference for improving the health management effectiveness of the disabled elderly.Methods:In this study,the pool of index entries was determined by the literature analysis method and brainstorming and group discussion methods,the Delphi expert consultation method was applied to screen and evaluate the relevant indexes,and the index weights were calculated using the hierarchical analysis method.Firstly,we searched Chinese periodical databases,English literature databases and related websites of national policies and regulations to collect literature and data related to the health management of the disabled elderly at home and abroad,and analyzed the current situation and possible problems of the health management system of the disabled elderly at home and abroad on the basis of extensive literature analysis to form alternative indicators.After that,we formed a preliminary effect evaluation index system and expert consultation form through brainstorming and group discussion method.After two rounds of expert consultation,the indexes were selected based on the expert opinions and the importance evaluation scores of the indexes.Subsequently,the evaluation index system was improved by assigning weights to the indicators through hierarchical analysis.Results:After two rounds of expert consultation,we obtained a total of 4 primary indicators,15 secondary indicators and 66 tertiary indicators to evaluate the effectiveness of health management for the disabled elderly,in which the primary indicators and their weights were: health management service level 0.083,change of health literacy 0.257,satisfaction of service recipients0.128,and progress of disability level 0.532.Conclusion:In this study,the Delphi expert consultation method was used to evaluate and filter the indicators while combining the hierarchical analysis method to determine the weights of each indicator so as to build a perfect evaluation index system for the effectiveness of health management of the disabled elderly.Since the experts who conducted the Delphi expert consultation were of high professional level and the method used in the study was relatively mature,the results obtained were reliable and could improve the health management effect for the disabled elderly.
