Research Of Interest Compensation To Lost Sea Fishermen Based On Sustainable Livelihoods

To solve the "three rural" issue has always been taken as the primary task toimplement people’s livelihood by our party and the government. In recent years, theproblem of landless peasants whose interests have been damaged has been valued byour government, and a series of relief and compensation work have been carried outgradually. But as a member of the farmers family, fishermen’s right has not beenprotected while they are trapped in a "loss of sea" dilemma, and they also did notenjoy the benefits brought by the relevant policies. The policy of Protectingfishermen’s fair right is not in place, so that the fishermen have to face the problemslike unemployment, the losing of economic interests, and the lack of normal lifeprotection after they "losing the sea". Thus, the sustainable livelihoods of fishermenwho are losing the using right of the sea has increasingly become a large socialconcern of the coastal areas. Based on this background, the paper argues that it isnecessary to analyze the cause of fishermen "losing the sea" firstly, and then try tofind solutions of how to solve the benefit compensation of lost sea fishermen inaccordance with the requirements of building a harmonious society and the aim toachieve the "sustainable livelihoods".After this study, it believes that the problems of interests compensation of lost seafishermen mainly reflect in these aspects, like the compensation regulations are notunified, the compensation standards are fuzzy, the compensation methods are simple,the compensation procedures are confusing, the remedies are imperfect, etc, all theseseries of problems exsitting in interests compensation of lost sea fishermen workinghave a negative impact on protecting the fair right of the lost sea fishermen. Based onthe reasons that are summarized of the interests compensation of the lost seafishermen, this paper gets the ideas that the lack of relevant laws and regulations is thereason why the provisions of interests compensation are confusing; the transparentbenefit compensation program has not yet formed, so it is an important cause of the disorder during the benefit compensation work for the lost sea fishermen; the lag ofappropriate remedies is the main reason for the lack of supporting the relief efforts oflost sea fishermen during the interest compensation process.To fully carry out the work of interest compensation to the lost sea fishermen mustproceed from the following five aspects: first, follow the relevant benefitcompensation principles of lost sea fishermen to ensure that this work can be carriedout fairly and impartially; secondly, establish a reasonable interest compensationstandards so that it will get a reasoned calculation of compensation result; thirdly, todevelop a standardized interest compensation process, to ensure that the benefitcompensation program is open and transparent; fourth, to try a variety of benefitscompensation ways which are conducive to achieving "sustainable livelihoods", sothat it can meet the needs of different interests damaged people; finally, to strengthenthe relief and supervision work of the interest compensation, so that lost sea fishermencould enjoy the legitimate right of relief and complainant.
