More and more countries have realized the present crisis of water resources and have taken a series of measures to improve the current utilization of water resources. In China, the total water resources volume is not abundant, and per-capita water resources volume is poor. So the shortage of water resources has become an important limiting factor for economic and social development. The water-saving agriculture is really significant to alleviate the crucial shortage of water resources, for agriculture plays the largest part in water utilization. As an effective way of water-saving, agricultural irrigation technology of water-saving is taken more and more attention and got more promotion. In the Loess Plateau, there are increasing contradictions between the shortage of water resources and the waste of water resources. The research on the farmers’ choice behavior of agricultural irrigation technology of water-saving is an effective path to promote agricultural irrigation technology of water-saving, and the basis of solving the problem of water resources in loess plateau. The research is also the key to guarantee the national food security, and the need of promoting the transformation of traditional agriculture to modern agriculture.This paper chooses JingBian country in the north of Shaanxi province for researching area. Through investigation, the paper try to analyses how farmers to adopt agricultural irrigation technology of water-saving, what effect on the decision and put forward some efficient political advice based on the real situation of JingBian country, in order to promote the altering progress of agricultural scientific and technological achievements.The data used by this research are from the two field investigations from October2012to July2013. Through interview and questionnaire investigation method, I get information of122farmer households adopting water-saving irrigation technology in eight villages of four towns, and cost and benefit information of61farmer households adopting water-saving irrigation technology in seven villages of two towns in JingBian country, Shaanxi province. The main content of this article:from farmers’ own characteristics, the degree of fragmentation of farmland, economic characteristics of crops, the degree of water shortage, terrain factors and policy factors for descriptive analysis and measurement analysis to seek various factors that influences farmers to choose agricultural irrigation technology of water-saving by understanding economic and social situation and irrigation status of JingBian country.As the result, this paper concludes that:the development of agricultural irrigation technology of water-saving in JingBianXian is relatively backward; farmers want the government to intensify investments in agricultural irrigation technology of water-saving; the factors which significantly effect on the households adoption behavior conclude the proportion of labor force in the family of the population, yield value, terrain, the degree of water shortage; the proportion of farming income in total revenue, average area of the cultivated land, level of education has a great influence on farmers’ choice of agricultural irrigation technology of water-saving.Based on such conclusion, this paper puts forward several pieces of advice:promote the construction of project area of agricultural irrigation technology of water-saving and optimize the agricultural industry layout; government should make reasonable stimulating and supporting policy related to adoption of technologic innovation and encourage farmers to participate in the investment; to speed up the construction pace of urbanization and modernization of agricultural production; to accelerate the development of a land market to facilitate appropriate land circulation and promote the scale management.
