A banking regulatory bureau of the China Banking Regulatory Commission will in the municipal agency, one of the main regulators, the banking industry as, their supervision is prudent, effective, timely resolve the banking operation risk, to guarantee the stable operation of the banking sector, which for local economic development in the importance of self-evident. Based on this thesis research in the related theories of performance management and the balanced score cards to explore the balanced score card in a branch banking performance management system in the application, in order to change the way that the relatively backward in the branch of the assessment, further enhance the efficiency of internal management, from outside the push banking supervision enterprise continuous development.This paper first introduces the theory and research status of the balanced scorecard, and combined with the application of the Balanced Scorecard in the performance management of the public sector illustrates the scientific validity of the method. Below the author of a branch banking current evaluation system for in-depth analysis, pointed out the problems and disadvantages existing in the operation, and we propose to use the Balanced Scorecard design concept and model, build a on balanced score card on the basis of the performance management system, so as to improve the internal management level.This paper discusses the construction process of the system from the aspects of the drawing of the strategic map, the design of the balanced scorecard, the support of the performance management system, the operation and the guarantee. First of all through the A branch banking regulatory functions, objectives, tasks combing, constructing A branch banking strategy map, the work of supervision can be integrated into the customer(regulatory object), the overall financial and internal business processes, learning and growth in four dimensions of the organic connection; then one by one to carry out analysis, to determine the dimensions of performance index performance goals and values, and then making a 2015 year action plan and individual departments, the balanced scorecard, further refinement and implementation of the Balanced Scorecard dimensions of job performance, make the plan workable; finally, this paper makes a deep research on the balance scorecard, performance management to support the operation and safeguard mechanism in detail describes the elements of each mechanism, discusses its is indispensable in the performance management system. In the construction of a branch banking performance system, operation, support and protection of, the concept of the Balanced Scorecard through in every detail, the sequential execution of guiding all aspects of the performance behavior, balanced scorecard, the close connection between the dimensions, and further strengthen the business department and General Department of communication and coordination, ensure the development of the performance management of the harmonious and smooth.In a word, this article to enhance a branch banking supervision effectiveness as the basic starting point, summarizes and reviews the regulatory elements, has been clear about the organization strategic vision and objectives, by constructing to balance score card on the basis of the performance management system and provide some reference for improving the current situation of performance management of a branch banking.
