In accordance with the requirements of society's economic development on public services, the improvements of performance administration on public sectors and governmental function, and the enhancements of performance evaluation as well as administration on public sectors, introducing a new performance-evaluating method has gradually become an inevitable trend in managerial development of public services. Nowadays balance scoring cards have been regarded as a currently widely-discussed and universally-applied organizational performance administration tool, with its emergence, development and application in enterprises' performance and strategic administration greatly enlightening the public sectors.By profoundly analyzing the nature and features of performance evaluation in public sectors, this thesis focuses on clarifying the directions and themes of performance evaluation in public sectors. Simultaneously it also stresses the several principles which construct the index system of performance evaluation in public sectors, namely being fair and just, systematical and comprehensive, stable and insistent, reliable and objective, conveniently-operated and widely-applied.Moreover, this thesis introduces a performance-evaluating tool— balance scoring cards in detail in terms of financial situations, customer services, internal managerial processes and learning and growing. And it turns out that balance scoring cards have adaptability and feasibility on performance evaluation in public sectors based on transferring enterprises' strategic goals into a system of performance-evaluating index and comparing with traditional KPI evaluation. Meanwhile, by borrowing the research achievements of foreign countries, abiding by the construction principles of index system in performance evaluation and taking balance scoring cards as a frame, this thesis would attempt to revise and integrate the index contents and constructional connections of balance scoring cards, adjusting the index system of performance evaluation in public sectors into four perspectives: cost of public administration, performance of public administration, internal run-down of public administration and learning and growing of public sectors.By taking the experimental work in a district's construction bureau as an...
