In the distribution of China’s hydropower resources, small hydropower resources account for a large proportion, also have space for construct and utilization in the future. But the construct of the small hydropower station is inevitable bring adverse effect on the ecological environment, compared with the construct of large and medium-sized hydropower stations, this is slight. The main effect is: the decrease of runoff and the collateral effects. How to reduce or avoid this adverse effect has become a hot topic of social concern. At the same time, the concept of ecological environment water demand is fuzzy, and the calculation method is confusion. Based on this, this paper study on the calculation and guarantee measures of the seasonal river ecological flow to provide the basis for the construct of small hydropower stations in the future.Firstly, take a briefly introduce of the basic theory of ecological environment water demands, clear the definition of the ecological environment water demands. Based on this, analysis and evaluation the present ecological flow calculation method, put forward the calculation method in this paper.Controlling the water quality with the pollutants showed linear attenuation analytical model. Then select the Luohe as an example, by comparing with other methods, this method is verified. Finally, putting forward the specific ecological flow guarantee measures for the built power station and the planning power station. The main research contents of this paper are as follows:1) Make a systematical analysis on the basic theory of the ecological environment water demand and the overseas and domestic research status of the calculation of ecological flow. Through the analysis of the basic concept,composition, influencing factors and characteristics of ecological environmental water demands, providing a basis for the calculation of ecological flow.2) Through the analysis and evaluation of the existing ecological flow calculation methods, the specific application range of the specific calculation method is defined. On the basis of this, the paper puts forward the improveddistribution calculation method. This paper not only calculated the minimum ecological flow, at the same time, using the Eco-hydraulics Method to calculate the suitable ecological flow in the wet season; controlling the water quality with the pollutants showed linear attenuation analytical model; which is more conducive to the healthy development of the ecological environment system.3) Choosing Luohe as an example,compared with other methods, the results showed that the improved distribution calculation method retained the ecological flow with the characteristics of seasonal variation, with obviously dry and wet characteristics, adapt to seasonal river ecological flow calculation. At the same time,it makes up the disadvantages of the traditional calculation method, which is not conducive to the sustainable development of ecological environment.4) The specific ecological flow guarantee measures are put forward for the built hydropower stations. The principle of ecological hydropower in the planning, construction, operation, management and other stages are put forward aimed at the planning hydropower stations.
