Modern science and technology is becoming more and more high-end, refinement andmodern economy is becoming more globalization and internationalization,the marketcompetition is increasingly fierce.Modern project is becoming more and more complex, alsomore and more demanding. Because of the complexity of the project itself and the uncertaintyof implementation environment, appeared more and more of the shortage of the resources,project schedule, budget overruns problem such as overtime in the process of projectimplementation. Critical chain project management is an effective method to solve thisproblem.Critical Chain Project Management (here in after referred to as CCPM) is a new type ofproject schedule management technology,which developed on the basis of Theory ofconstraint (here in after referred to as TOC). It makes up the disadvantages of traditionalproject schedule management technology in the schedule&control and active time,with itsemphasis on the continuous improvement of the whole project schedule and dynamicmanagement,using the latest start time,determining the key chain,buffer Settings andmanagement methods to improve the level of the project schedule management.At present,the application research of project schedule management based on CCPM isrelatively less. This paper tries to make up for the defect, from the following three aspects todemonstration and design a construction project progress management solutions of CCPMunder the constraints of resources: how to confirm key chain,the identification of buffer sizeand the management of schedule, using the real projects to experiment and the Matlablanguage program used to realize the entire schedule management process.In determining the key chain, it put forward a new method to identify and configurationkey chain based on the heuristic algorithm,—“the conflict process virtual fragmentreorganization method”.This method subdivided resource conflict process into multiplesegments, bringed in virtual resource conflict segments to identify key chain, balanced theresource conflict, optimized the resource to shorten the time of project as far as possible.In the identification of buffer size,it put forward a new method into the bufferconfiguration“a linear gradient of method”,based on the50%rule.The size of the projectbuffer and the total importbuffer goes with lineal change in pace with the project’s gradualcomplement; the higher the rateof complement is, the slighter the project buffer is and thestronger the total import buffer is.In the calculation of the size of singer import buffer, it introduced project processcompleted coefficient(the more immediate predecessor activities finished, the closer project completed and the greater coefficient is) and accordance with importance coefficient anddifferentn resource tension coefficients of project item based on experts’ experience. Throughthe method of linear gradient of setting buffer, effectively reduce the uncertainty of the project,to ensure that the key chain process and finish smoothly.In the management of schedule, it put forward a new progress monitoring mode “threeseven mode",based on “two dividing points”. The used buffer and project completion aredivided into three levels,, arranged for9kinds of circumstances, both form7action policylevel (i.e., introduced the buffer breakthrough and action decision matrix chart), according tothe project actual completion operation level, schedule control, the key chain in real time toensure timely completion of this project.The integrated use of the above three critical steps to form a complete and new set ofcritical chain technology progress management method, and applied to “the link line2projectof Guian Road project” in Guizhou province, using the Matlab language to realize thistechnology and Optimize the construction time limit for a project.This research has Some theoretical and practical significance in improving the level ofengineering project schedule management in our country.
