Under The Vision Of Two-oriented Society Assessment On Wuhan Eco-city Construction

With the rapid development of global urbanization, Global eco-movement, which is guided by Greeen Revolution, is highly-speed expanding.Eco-city as a new model of urban development inevitably plays an important role in this movement, and is the inevtible selection and ideal path, which can build a harmonious, efficient and civilized city. Wuhan, which is a metropolis of China, and is a heart of Wuhan City Circle of comprehensive reform pilot area of building "Two-oriented Society"(The first in China), faces opportunities and challenges in urban development, environmental protection and habitable city,etc. Therefore, eco-city is an ideal choice for Wuhan,which is the way to the sustainable, healthy, efficient, civilized and livable city.The paper is adopted quantitative analysis method, qualitative analysis method, and the combination of theoretical analysis and case analysis. The paper analyzes the theoetical study and practice in the Eco-city construction, and demonstrates the shortage in the Eco-city theory and the practice of Eco-city construction. At the same time, taking the construction of Eco-city of Wuhan do the empirical analysis:first, analyzing comprephesively the construction of eco-city status;next, building a new Eco-city evaluation system of Wuhan, counting the weights of factors by entropy method, integrated evaluation to construction level of Eco-city of Wuhan in the vertical and the horizontal; finally, putting foreword the targeted suggestion and measures.The main achievement and conclusions of paper:①On the basis of the study about the evalution system of indexes of Eco-city at home and abroad, integrating the context of constuction of Two-oriented Society and the particular conditions in Wuhan, the paper builds a relatively comprehensive and scientific evaluation system of indexes of two-oriented eco-city.②The weights of indexes, which are calculated by the entropy method, reduce the human factors from the operation of subjective weighting method, and improve the reliability of the weights of indexes.③Evaluation results to construction level of Eco-city of Wuhan in the vertical show:Basically, eco-city composite indexes of Wuhan displayed a steady growth in nearly 10 years. But the growth rate and the level of development of indexes in different layers of the system show uneven and lack of coordination. Therefore, coordination of the system is the focus on construction of Eco-city of Wuhan in the future. The same time,horizontal analysis shows:There is a wide gap between Wuhan and Shanghai, Guangzhou etc. developed cities in Eastern China. However, Wuhan maintains a certain advantage compared with Zhengzhou in Central China and Chongqing in Western China. But the advantage of Wuhan is not particularly significant. As a whole, Eco-city construction in Wuhan faces the greater preasure in the national urban system.④For the problems of construction of Eco-city in Wuhan, the paper raises scientific suggestion and targeted measures, which have an important reference value to construction of Eco-city of Wuhan, and so do other cities.
