Science has penetrated immersed into all aspects of our daily lives nowadays, and we arerequired to attain certain scientific literacy to guide us making wise decisions. Scientific literacyincludes scientific attitude, methods, ability and especially the creativity to deal with the dailyencounters. ability, and has the reasonable scientific knowledge and spirit. Scientific literacy is animportant part of a citizen’s competence which directly affect his/her further development inmodern society. Scientific literacy also reflects the soft power of a country, and fundamentallyaffects the innovation potential in economy and social development.In China, government officials in various administrative levels play important roles in policymaking, resources allocation, economy policy-making, and other key functions. The governmentofficial’s personal attainment determines how well they could do their jobs. Science andtechnology has been guiding the development of modern society as the primary productive force.Therefore, scientific literacy has become necessary quality for government officials at variouslevels. Many government officials, especially those who work in the science direction, areundertaking the responsibilities of policy-making and resources allocation. Their scientific literacydirectly affects their duty competency. The purpose of this paper is to look into the status quo ofthe government officials working on science and technology, and to evaluate their competency.This paper uses empirical research method and sent out questionnaires to the official samplesin Hebei Province. The officials are selected from three administrative levels: county, city, andprovincial, The questionnaire is divided into three aspects: scientific knowledge, scientific thinkingand scientific guidance. The data shows the overall scientific literacy of the officials in HebeiProvince is good and the majority of the officials are qualified for their jobs. Generally speaking,affected by factors such as age difference and working hours, the scientific literacy of the officialshows a “polarization”phenomenon: some of them are quite good as compared with some of themnot so competent. There are also some problems: There is a knowledge gap between the old andnew information; The application of scientific methods needs to be strengthened; they need also toenlarge their comprehension of the scientific guidance. This paper is based on the empirical data and tries to put forward some effective suggestionson the application of scientific knowledge, method and guidance, in the hope of improving theprovincial and ministerial level official selection and promotion.
