The Exposition On Chinese Scientific Literacy's Construction

In an era that science and technology have become primary productive forces, science, as one sort of knowledge, way and spirit, creates unmeasured meaning and value to the development of both individuals and human society. Science has already permeated into every field of human society. It is not only something that scientists concern, but what influences everyone. Talents and technology have become focus points of international competition and the scientific literacy of citizens is widely concerned since science has become an important factor to measure a country's scientific competitiveness and comprehensive national strength. Therefore, to strengthen construction of citizens' scientific quality and improve citizens' scientific quality is an urgent task. This article begins with the connotation and importance of scientific quality, and explores the reason for poor quality of Chinese citizens from the aspects of economy, culture, education, scientific infrastructure and so on. In the end, proceed from China's actual conditions, it puts forward specific and practicable suggestions from the aspects of propagandizing and executing National Scientific Quality Action Program, setting up scientific public scientific quality assessment system, improving scientific working mechanism and speeding up reform of educational system. It is of great significance both theoretically and practically.The first chapter reviews the theoretical development process of scientific quality and plans for improving national scientific quality in many countries. On this basis, it explores the concept and features of scientific quality, which include scientific knowledge, scientific approaches, scientific attitude and scientific spirit. At the same time, it points out that the concept of scientific quality is not unchangeable. Every country should understand and learn from international assessment system proceed from their own actual conditions and establish scientific quality conception system suitable for their own countries.The second chapter examines the history of construction of Chinese citizens' scientific quality and expounds three historical periods and their features. It points out that China has made some achievements in scientific quality construction, but at the same time, many problems remain to be solved. In the new century, there is tough work ahead and a long way to go in improving national scientific quality.The third chapter explores strategies for strengthening national scientific quality and constructing an innovative country. The article puts forward specific and practicable suggestions from the aspects of propagandizing and executing National Scientific Quality Action Program, setting up scientific public scientific literacy assessment system, improving scientific working mechanism and speeding up reform of educational system.
