To get rid of poverty, it can’t go without government’s support in various aspects, but more need the capability to overcome impoverishment of poverty people. Cultivation of peasant development capability is a demand for poverty objects in the current transformation process from top-down transfusion approach to bottom-up hematopoiesis. Based on the capability approach of Amatya Sen, referring to the sustainable livelihood approach, the paper constructs the index system of peasants development capability with survey data from Liupanshan poverty-ridden areas of Ningxia. After statistical description of relevant data, the paper quantitatively analyzes the factors influencing peasants’ development capability to study the factors that are related to the formation of it with structural equation model. As is shown in the results, awareness of development, public space and self-development capability influence the formation of the peasants’development capability. Positive interaction between awareness of development and self-development capability play an indirect role in promoting the peasants’development capability, but should prevent from forming distorting awareness of development when providing external support. To be specific, labor force, per labor force education years, the importance of leisure, the frequency of going shopping, how to deal with low-interest loan, village affairs public and the relationship between masses and cadres are the main influence factors.Accordingly, the author provides the following suggestions:(1) Enhancing supply of rural educational resources to raise education level;(2) Increasing opportunities of public participation to improve peasants’involvement ability;(3) Building up a good financial environment to support the development of impoverished regions;(4) Completing public policies to promote the capability of rural society.
