Since the1990s, with the rapid development of the economy and informationtechnology, human resources, has become the primary resource to promote social andeconomic development, and the companies also take more emphasis on the role ofhuman resources management in the enterprise development. In recent years, expertsand scholars, also the business practitioner, especially emphasize the prospective andsystematization of the human resource management, which play important role to theenterprise future development, therefore,“human resources development" the concept,also the areas have been gradually explored and studied by increasing organization.S Group was a state-owned enterprises with decades history, although get throughthe SOE Reform, and bankrupt crisis, the company still continue the traditionalmanagement system, employee concept and operation mode, which could hardly matchthe requirement of the development during the mechanism and management modetransition.The article integrate the case situation of S group, learn from advanced humanresource developing experience in domestic and foreign enterprises, put in-depth studyto the construction of the human resource development system in order to match thestrategy development. Based on the present human resource situation of S group, takethe requirement of the future strategy as the starting point, use relevant data and modelas the basis, analyze the human resource requirement, finally build a mutual recyclehuman resource development system mainly on the talents reservation and training.With the completion of the system, a better solution as the employee level cultivation,talents introduction, employee potential exploration, and scientific performanceevaluation could be reached, further provide a prospective and systematized talentssecurity for successful implementation of the group strategy development.
