ABSTRACT:Postage stamp printing bureau is the only specialized manufacturing enterprise of stamp collections, which aggregates designing,printing and logistics together. Since 2007, for the background of separating enterprise from postage, the monopoly advantage has become weaker and weaker. Former licensed tasks of designing and producing stamp collections are replaced by competition. In the revenue of the whole enterprise, the rate of revenue from monopoly business decreases year by year, at the same time, competitive revenue increases dramatically. Then how to sustain the healthy development of enterprise through strengthening management and improving own capability has become the priority of business confronted with the environment full of such fierce competition and enormous changes.This paper does researches from HR management on how to improve the whole managing performance of enterprise. Through the real analysis of postage stamp printing bureau, this paper points out six key factors influencing development of enterprise, which emphasizes on figuration of organizational structure,overview of human resource,performance evaluation,compensation distribution,education and training,team building and etc. To solve the six existing key core problems, hope this paper can give prefect solutions after researches, and further incentive the enthusiasm of the employees, such fulfilling the healthy and quick development of postage stamp printing bureau, which will also be helpful to other printing enterprises.
