In recent years, China is currently under the process of high-speed development and new patterns of urbanization and industrialization, which leads to significant contradiction between land supply and demand, and conflicts between requisition and compensation of arable lands. Since low-slope hilly land is being considered to be an important source of reserved land resource, its comprehensive development and utilization would play an important role in strengthening the optimal allocation of land resources, relieving supply-demand contradiction of land, and balancing requisition with compensation of arable land. So the government decided to open up low-slope hilly land, wasteland and unused land, making Yunnan, Guizhou and Zhejiang as the pilot provinces. However, because of the lack of theoretical researches and practical experiences, some projects in large scale change the local topography, causing soil erosion and ecological environment destruction, which is The loss outweighs the gain. Therefore, for the long-term harmonious development between economic society and ecological environment, we must give up the stupid method to explore a brand new way to use the low-slope hilly land resources.This article taking Linan city in Zhejiang Province as an example and employing GIS Technologies, suggests a new approach, which is with the characteristics of Linan and a collection of "healthy travel, scientific and technological innovation, ecological residence ", to use the low-slope hilly land resources. At first, it extracts the information about exploitable low-slope hilly resources. Then, centring on ecology, industry and residence, it analyses the low-slope hilly land resources construction suitability evaluation. At last, it divides Linan city into’ east, centre, west’ three function areas and identifies8key construction land. The whole process provides reference for other mountainy cities about utilization of the low-slope hilly land resources and urban construction.
