With China’s rapid development of social economy and urbanization,thegrowing population, the problem of increasing demand for land, scarcity of landresources is increasingly prominent. Of all the land of our country, mountains,plateaus and hills accounts for about69percent, basins accounts for19percent, plainsaccounts for12percent. For years, in the relatively narrow plain area, thecontradiction between grain production and the demand for housing is becomingincreasingly outstanding, and it’s hard to maintain the sustainable use of land.Promoting the development and utilization of the gentle slope area is an inevitablechoice to achieve balance of arable land, coordinate economic development andfarmland protection, crack the dilemma of land supply and demand, furtherimplement the most stringent land management system, arable land protection systemand economical and intensive land use system. Besides, it’s an important platform foroptimizing the land use structure and layout, promoting the healthy development ofurbanization and coordinating urban-rural regions. Moreover, it’s an effective way topromote a balanced development of China’s territory and coordinated regionaldevelopment. And it’s also the important guarantee to promote the development ofharmonious relationship between man and land.Yunnan, as a typical plateau province in our country, nearly94percent of its landis mountains, basins and quality arable land only accounts for6percent and3percent,it has rich resources of mountainous land and great potential to be developed. It is theonly way for Yunnan to promote the development of the gentle slope area andconstruction of mountainous towns. However, Yunnan has a large amount ofmountains, minority population and rural population, which leads to the highlyunbalanced development between different regions and big differences ingeographical environment, resources, customs and cultures. As a result, in the processof promoting the construction of mountain towns, we should not only follow the general law of urbanization, but accord with realities of Yunnan, adapt to theindustrialization and economic and social development, and adhere to the constructionof mountainous towns with Yunnan characteristics. Only in this way can wecontinuously promote sustainable development of the mountainous area and the wholeprovince through urbanization.Therefore, based on the development of urbanization in Yunnan Province, byusing the imbalance index of urbanization model, this paper analyzes the imbalanceindex of2012as well as that from2000to2012of each city in Yunnan province, andtry to analyze differences in the current process of urbanization in Yunnan and putforward some differentiated strategy for the utilization of the gentle slope areacombining with its resources distribution and development status. First of all,according to the resources distribution, adaptability distribution and general situationof Yunnan’s development of the gentle slope area, combined with its amount ofresources and classification of urban agglomeration, this article partitions the landresources, analyzes the characteristics of land utilization of the gentle slope area.Secondly, by analyzing the differences in the urbanization in Yunnan Province, usingOrigin data processing and graphics processing software, which shows Yunnan has ahigh index of unbalanced urbanization among different regions, especially betweenthe east and west, this article analyzes the different needs of the gentle slope areadevelopment in different regions. Finally, based on the association analysis ofYunnan’s development of the gentle slope area and the differences in urbanization,this article can come to the conclusion of the differentiated policies about theconstruction of mountainous towns and sustainable utilization of land.
