Therefore, in this paper, combined with their own actual situation, related to explore this area, this paper is focused on the impact on the economic development of Hubei province in the surplus labor in rural areas of Hubei province outflow. Because Hubei province is agricultural big province of our country,"three rural issues" has been the focus of the government of Hubei and the national attention, at the same time the rural surplus labor force transfer to the city area, to a certain extent, promoted the development of city economy, but also to reduce the rural population pressure, promote and accelerate the development of intensive agricultural modernization in rural areas accelerate capital accumulation, rural area construction, promote the construction of new countryside in china. But at the same time, the outflow of rural surplus labor in rural areas also makes many problems appear, such as loss of labor, a large number of land waste, lack of personnel, lack of stamina of agricultural modernization, rural consumption decline, lack of funds for construction of public utilities. This paper combines the research process of the theory analysis and case study. A case study using a large number of facts and data, facts and figures are the author in2012December in the counties of Hubei province each important survey to.The thesis is divided into seven chapters:the first chapter is the introduction part. The significance, research background and introduces the relevant research review and review, research ideas and methods, content system and innovations. The second chapter related theory and research to define the basic concepts related to the use of. The third chapter is the present situation of human resources of Hubei Province Rural flow. Mainly introduces the outflow of human resources basic type, related data, basic characteristics and human resource flow, the basic types, related data, basic characteristics. The fourth chapter is the cause of Hubei rural human resource flow. The main contents include:(1) human resources outflow reason,urban-rural segmentation and two yuan, the influence of the system of industrialization and city real demand, driven by economic interests, social ideology;(2)state the requirements of urban and rural development, driven by economic interests, the influence of family factors cause the human resource flow; the fifth chapter is the human resource flow brings to the rural economy of Hubei development opportunities, mainly about:(1) the opportunity brought by the outflow of human resources,the transfer of idle labor, rural areas provides opportunity, as land intensive use of the disposable income of farmers increased;(2) human resource flow opportunities,increased social investment, improve the overall quality of rural population, cultivated a new vector of employment; the sixth chapter is the the mobility of human resources to the development of rural economy in Hubei, the main contents include (1) the outflow of human resources problems,the loss of labor force, a large number of land waste, lack of talent, the decline of agricultural modernization development, lack of stamina, rural consumption, public utilities, lack of funds for construction;(2) human resource flow problems--support effective policy difficult, role in promoting economic development, limited number of human resource flow, impact on Rural Economic Development; the seventh chapter is some suggestions to guide the rational flow of the rural human resources, mainly about:(1) to establish and improve the coverage of urban and rural public employment system, give full play to the basic role of market allocation of resources, vigorously develop the county economy, and promote the transformation of nearby employment; vigorously promote urbanization, promote the equalization of urban-rural public service.
