Public cultural service system is the important content of government public service,it was put forward under the background of the government to strengthen the publicservice function, it’s aim is to satisfy people’s basic cultural needs, safeguard the basiccultural rights and interests of the people. Library alliance is based on informationresources co-construction and sharing, it is an effective form of meeting the people’sgrowing information demand, have greater resources advantage and service advantage,in the construction of public cultural service system, it is the main content of this paperhow to strengthen the construction of the library alliance and exert the function of thelibrary alliance to service for the public culture service system construction.The paper is divided into six parts, in addition to the conclusion, it is divided intofive chapters. Paper analysis construction purpose, characteristics and constructionprinciples of the public cultural service system based on the ministry of culture "twelfthfive-year" period of public cultural service system construction,discusses the positioningof the library alliance in public cultural service system construction from three aspectssuch as the organization, resources, service, and specific analysis interaction relationshipbetween public cultural service system and the library alliance. By investigating thepresent situation of the library alliance in China, put forward the correspondingconstruction strategy according to the existing problems of library alliance such asoverall quantity is less, service form is single, sharing network platform constructionneed to strengthen, the public cultural service safeguard measures need to plan and soon.
