Research On Construction Of The Public Library Cultural Information Service Consortia Based On Enterprise Architecture

The public library is an important part of public cultural service system in China, and also a significant development object of the national and regional culture-building strategies. However, most of the single public library face many problems, so that it is difficult for them to assume the task of protecting the cultural information resources, providing cultural information services and ensuring citizens' cultural rights. Library consortium is an important way of sharing information resources and mutually beneficial cooperation between libraries, which is also the development direction of public libraries in the context of building public cultural service system. Currently, researchers are mostly concerned about the theoretical research and the practical experience summary of the public library consortia construction, and have not yet proposed a method system of building the public library consortia from the overall perspective, which causes that it is difficult for the public library consortia to obtain systematic benefits.Based on the above background, this paper introduces the theory and methods of Enterprise Architecture, which is a method of systematic thinking. We consider the construction of the public library consortium as a systematic project, and design the consortium framework by PowerDesigner15, which is a kind of Enterprise Architecture building tool. Then, take Poyang Lake Ecological Economic Zone as an example, this paper investigates and analyzes the current situation of public libraries' online cultural information services. According to the general situation of the public libraries, the alliance-building mode is selected. Besides, this article analyzes the overall business planning, business relationships between the main library and branch libraries, and the business architecture of the public library cultural information service consortium. The research results of this paper can provide strong theoretical basis and practical reference for the cultural construction of Poyang Lake Ecological Economic Zone and the public library system construction.
