With the rapid development of information and network technology, Library has come to a new era of high speed development, a university library has always bear the arduous task of all the teachers and students of teaching scientific research and learning, it is a platform of teaching for teachers and learning for students in universities,know as one of the three pillars of modern university. Since the librarian is the primary element in the development of the library,It is necessary to strengthen the activity and initiative in performing in their duty, It is impossible to improve and innovate of the service work of university library without the fullest expression of its librarian’s enthusiasm and creativity, furthermore, their enthusiasm and creativity come from the effective mechanism, Therefore, it is imperative to understand the actual needs of librarians and use the fundamental principles of modern motivation theories in the management of the library human resources, take reasonable means of motivation, stimulate and develop the work potential of librarians. Only in this way can the human resources be successfully mobilized and play increasingly enthusiasm in their work, improve work efficiency of librarians to realize the library undertaking develop steadily. In view of the above-mentioned, the topic and the problems occurring in the mobilization of the university libraries, is of theoretical significance and practical significance.The main purpose of this study is to promote incentive methods in human resource management in university library and reasonable use actively, bases on the librarians’ investigation in university libraries, after fully understood their needs for different employees, we will implement the incentive plan reasonable, the aim is to activate the staff enthusiasm for the work of university library, tap the internal potential, enhance their sense of responsibility and loyalty, and achieve the development of the library cause, improve of university library’s work level and the quality of service.This paper uses the theory and practice of literature research, questionnaire, unified approach to the analysis and research. In the course of the study, the author makes full use of the library resource of Chongqing Jiaotong University and access to a large number of books and paper documents which involves the management of higher education, human resource management, library management and library employee incentive management etc. Secondly, through carefully relates to the200questionnaires which ask for work in library staff, the aim is to strengthen the scientific research and credibility. This paper adopts the method of combination of theory and practice, follows the theory of some human resource incentive, combined with my actual work, the paper has personal experience and feeling in our work in university library, also has the observation of colleagues and visit to write this thesis.This paper applies the theories related to human resources management describes and the motivation that plays an important role in the human resources of university library, and based on this, the main problem and the impact of existing librarian incentive in university library, and the causes of the lack of incentive are analyzed. This paper puts forward the countermeasure and suggestion of effective incentive in university library, through the investigation and analysis, it draws the following conclusions:(1)The incentive is one of the most effective means of human resource management in university libraries. the university library must improve and perfect incentive mechanism of human resources management, to use the effective and reasonable method to fully mobilize the enthusiasm of the libraries,creativity and initiative, raise the overall level of university library service.(2)The shortage of human resources in university libraries have caused by librarians instability and librarians lack of enthusiasm, restricted the healthy development of libraries and universities.(3)analyses the causes of human resources of university library incentive,the incentive problems mainly include:the tradition human resource system limitations, decision-making ideas lag, unreasonable distribution mechanism, the lack of high level talents work environment and development space, the internal and external environment of the huge impact and closure of the occupation etc.(4) The human resource of university library effective incentive countermeasures are:adhere to the "people-oriented"’incentive principle, implement the differential incentives, improve the library work itself attractive, establish the perfect incentive mechanism, build the harmonious library culture and think highly of librarians occupation career planning, coordinate the interpersonal relationship and strengthen internal communication of library etc.The paper is divided into seven chapters. The first chapter is introduction to the paper.including background of the research and significance, foreign and domestic progress, the research purpose and content, the research methods and ideas. The second chapter defines the concept motivation and librarian incentive, expounds upon the motivation theories. The third chapter discusses the importance of the university library in the present, the analysis of job characteristics, expounds the importance role of incentive mechanism in human resource management in university library. The forth chapter bases on the questionnaire of incentive status on university librarian and analyzes the problem and the influence of incentive. The fifth chapter explores the possible reasons of the problem.. The sixth chapter puts forward countermeasures and suggestions of effective incentive for the staff in university libraries. The seventh chapter provides the conclusion and prospect.
