In the Vessel Traffic System, radar is usually used to transmit and record image, in order to improve the traffic efficiency and enhance traffic safety. But the radar image data quantity is so large that it is a big challenge for the system in terms of accurate transmission with high speed and real-time storage. So the data has to be reduced by means of compression, to facilitate the storage and transmission of radar image. The radar image compression and transmission technology is so important that it plays an irreplaceable role in enhancing and improving radar performance of the radar system.With the development of computer technology and the progress of science, many kinds of compression methods have been put forward. Although the method for natural image can also be applied to radar image, the effect is not ideal. The amount of colors radar screen can show is not many. Besides, most of the radar image is background, there are a lot of static objects, and it has strong correlation between adjacent pixels and frames. The characteristics determine the particularity of radar image, using the inherent characteristics it can achieve better compression and transmission effect.This topic analysed the reaearch significance, technology condition, characteristics and principles of radar image compression.Then in the Visual Studio2010environment of Windows operating system, on basis of the acquisition radar image, through the analysis of its features, this paper analysed and contrasted the traditional image compression algorithms and transport protocols. The topic mainly studies the radar intra-frame image compression based on quadtree, then designed the radar image compression and transmission system.Using the principle of quadtree it implements new compression of radar intra-frame and interframe image. Finally the paper implements the radar image pseudocolor encoding processing, decompression, transmission, real-time display and other functions. It proved that the quadtree algorithm can realize the feasibility of compression in radar image compression and transmission system.In addition, from the perspective of practical application, the paper completed building the server and client of radar compression and transmission system.
