Research On Government Information Disclosure Service Mechanism Of The Public Library

The promulgation of “Open Government Information Regulations of ThePeople’s Republic of China”, defined the public library is the main place of opengovernment information, and the main channel of the community to access togovernment information from a legal height. In this context, our public libraries byopening a special reading room, and sending a government website links to providethe government information services. Public Library’s government informationservice has been greatly improved through continuous practice and exploration.However, carry out the government information services in China is a new thing,many problems still exist in the process of practice. In particularly, the mechanism ofgovernment information disclosure service yet to be established, that is a seriousimpediment to play the public functions of the public library government information.To this end, build government information service mechanism in the public libraries isthe key to solve a series of problems of the disclosure of government information inthe public library.In this paper, author combine public libraries and public governmentinformation theory, based on a comprehensive analysis of the status quo of China’spublic libraries government information disclosure services, analysis the presence ofthe status quo and inadequate of public libraries government information disclosureservices, then to build government information disclosure service mechanism of ourpublic library. The paper is divided into the following six parts: The first part is theintroduction, introduces the background and significance of this study, research status,content and methods, the main innovation and weaknesses. The second part is theoverview of government information disclosure, introduces the meaning ofgovernment information disclosure service, significance, and the process of China’sgovernment information disclosure service. The third part is the theoretical andpractical basis of government information disclosure service, mainly from thetheoretical and practical aspects to carry out the need of government informationdisclosure service in public libraries. The fourth part is the status and problems ofgovernment information disclosure service in public libraries, analyze the status quoof government information disclosure service mainly from the geographicaldistribution of a service, place settings, the site of government information andservices; analyze the shortcomings of government information disclosure service from the government information submittal side, the government information collection,collation and preservation of information and services. Part V is the building ofgovernment information disclosure service mechanism, mainly for the deficienciesnoted above, then put forward a sound suggestions from the government informationsubmittal mechanism, the government information collection, collation andpreservation mechanisms, information and service mechanism. Part VI is the researchconclusions and suggestions, summed up the research results about the subject, andpointed out the research direction about this topic in the future.
