Post-modernity is a philosophical theory and cultural ideas, and its opposition to therational, identity and grand narratives, emphasizing diversification, opportunisticmicro-narrative.In the study of public libraries, post-modernity has become a criticaland heuristic theoretical point of view. Government as the Public Library's mainbuilding, the subject and evaluate the main mode of modernity, more face some simples,such as the construction of the main responsibility for the symbol; management modelis passive, linear and trapped in the power and control; evaluation indicators andsystems for the lack of difference and diversity, fuzzy evaluation value of the problem,it's a great deal of obstacles for long-term development of public libraries. At the sametime,Post-modern criticizing the Government and Public Library in Modern sexualrelations, but also constructive demonstration the correctness of the differentialtreatment, the diversified development of the main building, the council system and theevaluation of the existing theory. And proposed the new idea about the public librariesand government relations interests of the flow, the flow of voice and value flowperspective. The public libraries should actively protect the public discourse, and thusthe dominant position of the prominent people in the various interest groups, making theGovernment put more interest and value to the public, for public libraries out of thebottleneck of the development to provide the breakthrough point.
