Measures Study On Development Of Rural Vocational Education Under The Background Of New Rural Construction

China is an agricultural country with most of the population being in rural areas.The fifth plenary session of the16th Central Committee formulated the overallobjective of building a new socialist countryside. That is, according to therequirements “evolution of production, affluent life, civilization, clean and respectablevillage, democratic management", we push forward the comprehensive developmentof rural areas and make great efforts to build a flourishing, democratic, civilized andharmonious new countryside. Against this background, we must re-examine anddefine the position, role and law of development of vocational education in ruralregions. Take Baode county (a county in Shanxi province) for example in this thesis.There are research, study and analysis of its development history and current situationin the text. It focuses on the field study on major training programs with features inthe township. Questionnaires and individual interviews are employed to present theperformance and challenges of rural vocational education training. And correspondingmeasures to solve problems are also presented in the text.The thesis holds the idea that rural vocational education has gained growingattention from government and the community, and it is gradually on the way tonormalization. However, there still exist many kinds of problems, among which lackof fund is the most prominent. It directly exerts an impact on the hardware facilities ofrural vocational education and training base construction. Another problem is thatrural education cannot meet the needs of building a new countryside by taking noconsideration of the economic development features of a certain area. This way, thecourse offering and talent structure are not scientific to meet the actual needs.Teaching staff is weak and full-time teachers are badly in need. These problems standin the way of the development of rural vocational education in Baode county.To solve these problems and push development of rural vocational education inBaode county, five corresponding measures are presented in this text. Firstly,government should emphasize the development of rural vocational education andstrive to improve the social standing of rural vocational education. Secondly,strengthen the construction of vocational education schools and improvecounty-township-village education net. Thirdly, strengthen the efforts of nurturing talents who are in line with the need of building new countryside. Fourth, strengthenthe construction of agriculture-related majors and improve the ability of supportingmodern agriculture. Fifth, perfect management system and make a good environmentfor the developing of rural vocational agriculture.
