'Rural Vocational and Technical Education'in New Social Countryside Construction refers to the specialty knowledge and skill knowledge training of the large numbers of rural laborers and rural migrant workers on planting, aquaculture, production, transportation, marketing, service, etc., guided by the aim of New Social Countryside Construction and local vocational and techinical educational institutions to increase rural population's incomings and expanding living sources, as well as the process of transforming/converting the theoretic knowledge into matierial practice in their working and production practice. In New Social Countryside Construction, it is important to cultivate new peasants; in new peasant cultivation, it is critical to adopt concrete measures meeting the requirments of New Social Countryside Construction; and in both the peasant quality improvement and new peasant cultivation, it is most effective to develop rural vocational and technical education. This paper begins with the differentiation and analysis of the concept of rural vocational and technical education, and then proposes that it is necessary to set up modern educational concept as well as vocational educational view, and to stick to the man-based ideology. Next, the paper discusses the necessity and importance of the development of rural vocational and technical education in New Social Countryside Construction from four aspects: i) beneficial to rural economic development; ii) favorable to rural social development; iii) helpful to urban and rural harmonious development; iv) advantageous to New Peasant cultivation. Besides, based on the analysis of the close relation between Rural Vocational and Technical Education and New Social Countryside Construction, as well as restricative factors of Rural Vocational and Technical Education development: i) ideological cognition; ii) objective conditions; iii)system, this paper puts forword development thoughts of the innovation of Rural Vocational and Technical Education in New Social Countryside Construction: first, to determine the basic thought; second, to follow the principle of human-centerness, diversity and flexibility, integrity and coordination, as well as sustainable development; finally, to adopt the following strategies: i) feasible change of the cognitive deviation of Rural Vocational and Technical Education: through changing the traditional despise, finding the right direction, and strengthening the servic consciousness to make Rural Vocational and Technical Education serve for New Social Countryside Construction; ii) active improvement of the objective conditions of Rural Vocational and Technical Education: to solve the problem of education budget shortage, to comprehensively improve educational quality, to cultivate students'practical and creative ability, and to enhance enrollment and employment recommendation; iii) innovation of the current system of New Rural Vocational and Technical Education: through straightening out the management system, perfecting school-running system, adopting flexible and variable school-running mode, strengthening legal construction, improving law enhancement, enhancing government behavior and integrating all sorts of resources, to reform Rural Vocational and Technical Educational system in the traditional planned economy system.
