Water consumption of our country agricultural irrigation gainsthe largest share in the consumption of water resources, at present. There still existgenerally low water using efficiency, and waste of serious problems in agriculturalirrigation. It makes water saving is important particularly in agricultural irrigation dueto these problems. How the water-saving irrigation will be the key to deal with the crisisof water resource in China. We can save our country’s agricultural irrigation water bybuilding water conservancy projects and promoting water saving technology. But as thedifficulty of some newly built water conservancy projects is increasing, makingtraditional measure more challenging than ever. In addition, we can solve the aboveproblems by agricultural irrigation water management institution reform.This research aims at solving the actuality of the serious shortage of agriculturalwater and the low water using efficiency in LanXi of Heilongjiang province for a longtime. The thesis introduces microcosmic environmental economics and institutionaleconomics etc Theory as the theoretical base of the study. Through the research ofagricultural water management and institutional innovation of Changgang irrigated area，the article analyses the present situation, existed problems, the achievements of reformand unsolved problems of agricultural water management institution in Changgangirrigation district, with which we put forward some countermeasures and Suggestionsfor Changgang irrigation district in order to provide institution guarantee forimplementing optimized distribution, reasonable development, high-efficient use of theagricultural water resource of irrigated area, finally achieve a good circle of the agricultural water management in irrigated district.
