With public choice and the new public management penetrating into every part of the society, NPO is growing up rapidly. In this background, the government must take some actions in the blood management field of our country to cope with the problems of disorder in the management of blood, which is becoming severer; by doing this, it can guarantee a healthy, orderly and steady development of the blood management project in our country with high efficiency.With the theory of government regulation, institutional change and public goods, the paper focuses on historical, current and future state of blood management system. In the future, the pattern of blood management is "governmental leadership, multi cooperation and public participation" in the market economy situation of China. The thesis proposes how to improve the blood management system:to perfect laws, to fully display the functions of the government, to establish the advancing mode of the government, to motivate every strength, and to promote the social progress. With these methods, developing donating blood without compensation scientifically and raising the blood quality control level have been brought up.This thesis is divided into five parts altogether. Part one introduces the significance and research thought of this study. With the theory of government regulation, public goods theory and institutional change as the basic policy frame, the paper further analyzes blood management system of our country. Part two analyzes blood history and current situation of management system in various countries, and obtains relevant enlightenment by probing into every stage of researches of unpaid blood donation in these developed countries. Part three presents the developing course of blood management in our country. Part four illustrates main approaches and existing problems in reforming the blood management system in our country. Part five, based on our country's reality, proposes how to strengthen the blood management policy in our country as well as how to realize the route in the next period.
