Implementing dual referral is one of the most important policies to deepening the National medical reform and improving the community health service. China has promoted dualreferral and got initial results since2006. However, there are still some defects in the design of dualreferral which results in some problems. This essay analysizes the imlementation of dual referral of Guangzhou city, through questionaire and interview, to find out the ways of improving the dual referral,from the view of Efficient allocation of public medical resources.It is found that there are some problems in the dual referral in Guangzhou, for example, non-ideal effect, inefficiency of implementating, fault information and limitation etc. The constraints of the implementating of the dual referral are mainly lack of supportive policies and administration system, lag of information system construction and weakness of the primary link.The essay has some improving suggestions as below. First, To have a better allocation of health resources, the government should support and invest more in the community health resources,lead the cooperation and competition among different levels of medical institutions and improve the medical insurance system. Second, the dual referral should be improved through good management system, responsibility clarification, united standard, standard operating procedure, evaluation improvement. Third, try to establish the standard information platform and dual referral information platform in order to share the information of dual referral. Last, Improve the skill level of the healthcare staff, change the model of health service and attract the patients to dual referral.
