Human resource management is that using modern scientific methods, combined with material resources to train, organize and deploy certain human, so human, material keep the best ratio, while inducing, controlling and coordinating the human mind, psychology and behavior appropriately, giving full play to people’s initiative to make the best use to achieve organizational goals. Blood stations is a very important, essential part in medical treatment system. Its management model is to accelerate scientific and technological personnel as the core of the comprehensive strength of trend of development. Its blood collection capabilities, service levels and the quality of management depends largely on the quality of human resource management, human elements become the first element of the integrated management of blood. Rational allocation of human resources can improve the overall quality of blood, improve blood level of integrated management, and enhance the ability of the blood stations business service, guarantee and improve the blood supply and quality, and promote the healthy and sustainable development of the province’s blood, protect the people’s health is important. I mastered the province’s human resources management and other first-hand information of Blood stations, combined with the use of economic management postgraduate study of modern human resources management concept, from improving overall quality of blood, improve blood level of integrated management, enhance blood bank business services, and promote the healthy and sustainable development of the province’s blood in four areas, analyzed the significance of human resources management in Shandong Province Blood. According to the research and data analysis, as of the end of June2012, Shandong Province in the post personnel at all levels total2302, divided into management, professional and technical workers and service skills. By institutional and management constraints,human resource management is still in the transition phase(between traditional personnel management to modern human resources management). Assessment and incentive mechanism is not perfect, can not fully develop human resources to their fullest potential; human resource allocation is weak, not very well do people post match; human resource management is still a "thing" as the center; Focus on workers’ effort, while ignored the personal development and career planning. Embodied in the following aspects:lack of modern human resources management awareness, human resource allocation is not reasonable, inadequate personnel training mechanism, evaluation system to be improved, talent incentive mechanism is not perfect, the lack of distinctive blood culture, these issues are largely impact and constraints on the development of blood stations.In this study, by comparing the Shandong Province and the whole country, strengthen personnel management, enhance the overall strength and sustainable development of the blood stations,we put forward countermeasures and suggestions. Firstly, establish a high-quality management and professional technical team to promote the healthy, sustained and rapid development of the blood. Blood levels in the province according to its own conditions and characteristics,planning human resources appropriately, strengthening the allocation and development of human resources, then establish a scientific and effective human resources management system. From the transformation of human resource management, optimize human resources, strengthen personnel training, improve the performance evaluation system, improve the incentive mechanism, cultivate a good blood cultures, and several other aspects to improve and perfect.Then we promote individual capital into the province’s overall human capital to make a foundation of the construction and development of blood stations, and produce internal power and external effects, thus promoting the healthy and sustainable development of blood. |
