Since2009, a great of institutions including public health and basicmedical institutions have begun to explore the merit pay reform. In orderto arouse the enthusiasm of staff, they hope to form a reasonabledistribution of performance wage decision mechanism, improve theincentive mechanism and the distribution of macroeconomic regulationand control mechanism. However, a public health institution of Fujianprovince has carried out the original salary system since some reasons,which restricted the institution and the staff’s further development.Therefore this study analyzes problems in the salary systemaccording to questionnaire survey, expert consultation and depthinterviews. It also put forward opinions and suggestions for the future ofperformance-based payment reform. The author formulates aperformance-based payment reform to help the institution recognize thecurrent existing problems and foster strengths and circumvent weaknesses.It will play a reference role in its own performance salary reform. At thesame time, it also plays a reference role in performance-based salary reform for the rest of the Fujian provincial public health institutions.
