Objectives Expert scored method was adopt to develop the evaluation index system, weight and approach of assessing health-related physical fitness in children andadolescents; the application value on comprehensive evaluating health-relatedphysical fitness in children and adolescents with TOPSIS, rank sum ratio and closevalue method were explored, to compare the consistency and difference of thecomprehensive evaluation results, and to optimize a scientific, practical, standardcombined evaluation method for assessing health-related physical fitness in childrenand adolescents. Using the combined evaluation method to evaluate the7~18yearsold students’ health-related physical fitness in Anhui province from1985~2010.Methods Expert interview with Delphi method was performed to determine theindex system for health-related physical fitness and the weight of each term inchildren and adolescents, and finally develop the comprehensive evaluation indexsystem of Chinese children and adolescents’ health-related physical fitness amongdifferent gender. Based on the7~18years old students’ physical fitness and healthmonitoring data in Anhui province from1985to2010, the methods of TOPSIS, ranksum ratio and close value were conducted to evaluate children and adolescents’health-related physical fitness of different ages and sex group comprehensively ineach monitoring year. To combine evaluate results among those evaluation methodsso as to propose optimal combinatorial method of comprehensive evaluation onchildren and adolescents’ health-related physical fitness. Results With the expert consultation, the comprehensive evaluation index system of Chinese children and adolescents’ health-related physical fitness among differentgender was developed finally. The concept framework of evaluation index system onChinese children and adolescents’ health-related physical fitness included fourdimensions such as body composition, cardiorespiratory endurance, muscular strengthand muscular endurance and flexibility with12items. The weight of bodycomposition, cardiorespiratory endurance, muscular strength and muscular enduranceand flexibility were ascertained as0.259,0.277,0.249,0.214, respectively. The threekinds of comprehensive evaluation methods including TOPSIS, rank sum ratio andclose value method showed that the ranked order of7~18years old boys’health-related physical fitness was1991,1995,2000,1985,2010,2005, and the orderof girls was1995,2000,1991,1985,2005,2010, respectively. By analyzing theconsistency of the results among those methods, the ranked results among TOPSIS,rank sum ratio and close value method for boys’ and girls’ health-related physicalfitness was almost correlation. Conclusions The comprehensive evaluation index system for the health-relatedphysical fitness among children and adolescents established in this study is valuableto assess the status of children and adolescents’ health-related physical fitness at thelevel of population. The ranked results among TOPSIS, rank sum ratio and closevalue method had good consistency and all can be applied to comprehensivelyevaluate the health-related physical fitness among children and adolescents. Thecombined evaluation method is more comprehensive and objective than simplex ones.
