Managements Of Natural Reserves Based On Space Control In Shandong Province

Since the industrial revolution, with human-driven economic growth targetpeople carry out an unprecedented development to obtain material wealth from thenatural world, but also led to many environmental problems, thus, people began toexplore how to effectively environmental protection. Construction and managementof nature reserves is an important part of environmental protection, especially intoday’s society focus on optimizing the layout of the premise of ecological space, theconstruction of the main functional areas, ecological space control and ecologicalcivilization and sustainable development. By utilizing the advantages of geography toexplore space control and security related policies and institutional innovation aboutnature reserve in Shandong Province.To achieve development and implementation of spatial control of the path ofnature reserves and optimal management of nature reserves, complete design onsupporting policy and institutional system is needed based on the actual situation ofthe regional and characteristics of the development of regional nature reserve. Thispaper attempts to explore the following questions on the basis of the development ofShandong Province：what kind of space control path best suited to the constructionand development of nature reserves, to build what kind of policies and institutionalsystem nature reserve in order to avoid the construction and development of thecurrent problems in Shandong province, to protect the normal implementation ofspace control path Nature Reserve. After research, we draw the following conclusions.①The purpose of the construction and development of nature reserves is toprotect biodiversity and maintenance of ecological safety and to provide people withsuperior living environment, its construction and the development is inseparable fromthe region’s natural environment, natural conditions and socio-economic development,but also in response to the results of a large international and regional issues in theprotection of ecological environment comprehensive effect. In Shandong Province, superior natural environment and natural conditions, economic development as wellas international and national ecological environmental protection, especially supportfor creating a nature reserve, is the background of nature reserve construction anddevelopment.②The development of nature reserve in Shandong Province experienced thefollowing three stages: slowly groping creation phase from1970s to the middle of1980s; leaping flourish stage from1980s to the early21st century; stable developmentstage since the21st century. Evolution of the stages expresses from1972to2012fromquantity to quality improvement, the process from a single type to multiple types ofmutual development.③Development of nature reserves in Shandong Province as follows: on the levelof view,86nature reserves with a total area of about1,097,900hm2, mainly inprovincial nature reserves; on the categories, the number of natural ecosystems is inhigh; on the management perspective, mainly in the forestry sector; on regulatoryagencies, regulatory agencies have established nature reserves account for more thanhalf; a total nature reserve2/3with a management staff, where the total number ofprofessional and technical staff account management personnel1/3.④Functional evaluation is followed by two aspects: the public nature and valuedistribution, vulnerability and ecological safety, combined with its development of theoverall situation, its development can be drawn for the following four problems inareas: conflict protection and development of biodiversity serious nature reserveuncoordinated development of different types of levels, unsound managementmechanism and nature reserves unclear property rights and multisectoral control.⑤The general path has been formed in Shandong Province: classificationregulation, zoning and grading coordination control. Based on the general description,four aspects on space management path：eco-tourism development and management,regional communities condominium, economic management and utilization spaceregulatory capacity building. In addition, on the management system of systeminnovation, the development and utilization of policy and system innovation andpolicy interests guarantee and system innovation, the specific implementation of three aspects to make policy guarantee and system innovation.
