As global climate change and human activity have had an important effect on hydrological cycle, water has been a scarcity resource. According to the facts of China’s water resources and the situation of social development, and the requirement of ministry of water resources that we should implement "the most strict water resources management system", through total water quantity control and Strengthening the supervision and management of the water withdrawal, we can effectively promote the rational allocation of regional water resources, and improve the water use efficiency (WUE) and benefit, and then perfect water ecological conditions to achieve harmonious development between economic society and water resources.After studying the key problem on total water licensing control and previous achievements, this article takes comprehensive consideration on surface water and groundwater resources, analyses the total water resource availability and involves the concept of water wastage. by contrast, under the condition of controlling rapid growth of water demand, the bearing capacity of water resources has been adapted to get the target value of total area water licensing control.Based on the principles of sharing, system, coordination, economy and priority, this paper mainly studies the inter-provincial water allocation method to control the total water consumption of watershed,province(municipality, autonomous regions), city and county. It takes river provincial planning in social economic and reasonable proportion of the total water requirement of river basin water requirements as basic coefficient, and makes overall consideration on regional economic and social development, and rationality of status water use quota, as well as water consumption, to correct the fundamental coefficient, and finally obtained the distribution coefficient of water licensing total quantity control.After formulating water licensing target for total control and allocation plan, we should take effective safeguard measures to ensure the achievements available. This article studies total quantity control measures from five aspects, including administration, technology, economy, project and the mass. As for administration, it is mainly about conducting unified management, strict water permit approval, strengthening legislation, adjusting industrial structure and establishing assessment and accountability.As for technical measures, it is mainly to build modern network of information monitor and collection, and to perfect water resource management and supervision information system and information sharing network platform. Then, economic measures include water right trade, adjusting water price and increasing investment and so on. Finally, engineering measures include controlling the total water quantity by transforming city water supply network and improving agricultural irrigation methods and so on.According to the methods and principles above, the article takes Huai River basin and Shandong Peninsula for examples. River basin involves five provinces including Hubei, Henan, Anhui, Jiangsu, and Shandong. Combined with the actual statistical data, this article makes plans about Huai river basin planning in water licensing five provinces index of total amount control and river basin water allocation. On average, Huai river basin and the Shandong peninsula total water licensing control is about46.45billion m3(including only the surface and shallow groundwater).The total quantity is distributed as follows:140million m3in Hubei Province,10.39billion m3in Henan Province,11.03billion m3in Anhui Province,13.98billion m3in Jiangsu Province, and10.91billion m3in Shandong Province.
