Water is the source of life, ecological base, and an important factor of production.However, due to unreasonable development and utilization, water shortage, water pollutionand ecological deterioration problems have become increasingly prominent, which affectedthe normal human production and living. Rational allocation of regional water resources andwater environment protection can provide great significance for alleviate the contradictionbetween supply and demand and promote the sustainable development of regional social,economic and environmental.The paper makes Baoji as study area, base on analysis of water resources situation,characteristics of water supply and consumption, established multi-objective optimalallocation model of water quality and water quantity, using Genetic algorithm (ga) make thewater source of different water quality match different users of study area, and compared tothe result with only considering water allocation. The research results can provide scientificbasis for relieve contradiction between water supply and water demand, improve waterenvironment. In this paper, the main research contents and research conclusions are asfollows:(1) The paper analyzes and calculates its precipitation, water resources, water supply andusers consumption, water level of water use, water quality status and distribution of the outlet.Analysis results show that the city’s total water resources are3.593billion m3, surface wateraccounts for52.03%. Agricultural water consumption accounts for68.2%of total waterconsumption, and industrial water consumption14.7%. Water use efficiency is low, andcontradiction between supply and demand of water is obvious. Water quality is poorer inplains of the region, due to industrial and domestic sewage, the main pollutants are COD andNH3-N.(2) Summarized the principle, objective function and constraint conditions of jointconfiguration of water quality and quantity, regional water quality and quantity uniformconfiguration model is established, and combined with the specific situation of baoji asapplication instance. According to the characters of water resources supply and demandsituation, water quality of water supply and demand and requirements of users, good water forgood use, bad water for low use as the principle, With regional maximum comprehensive water benefits as economic object, minimizing the total water shortage as social target andminimum pollutants emissions as environment goal, water supply amount of different waterlevels, regional water environment capacity of pollutants as water quality constraints, sixusers’ demands and water supply as water constraints, established multi-water resources,multi-user, multi-objective water quality and quantity mathematical model of Baoji.(3) Using method of analytic hierarchy process (AHP) determine target weightcoefficients and evaluation function method transforms multi-objective to single objective,using genetic algorithm to solve the model of water quality and quantity joint configuration inBaoji. Set up two planning years of2020and2030of Baoji, Respectively using the methodsmentioned solved water allocation of different source of water supply and users in tworeliabilities of75%and95%, from rate of water shortage and pollutant discharge etc. pointsanalyzed result of the configuration and existing only considered water allocation in detail,the result shows that modle of this paper economic efficiency can be increased by6%~12%,pollutant emissions by2%~4%, social benefits is the same. In general, modle of the papercomprehensive benefits is higher, and which is superior to the traditional water resourcesallocation.(4) Comprehensive consideration wastewater recycling, water conservation policy, etc,designed water resources allocation plans of different water for different users, establishedwater quality and water allocation schemes, and from rationality of society, economy,resources and environment four aspects to establish evaluation index system. Using fuzzyoptimum seeking method and maximum entropy estimation method for nine schemes, Theresults of two evaluation methods are slightly different, but the optimal solution is the same,and the optimal water resources allocation scheme is “under three kinds of surface water andgroundwater jointly irrigate agricultural and water reuse and water conservation”, and then getthe results of optimal water resources allocation schemes of Baoji in2020and2030.(5) From the view point of different water quality for different use, analyzed source ofwater supply and water demand object in Baoji City, based on the model configuration results,set up water supply mode flow chart and in new urban area and old urban area of Baoji City.
