Research On Ecological Compensation Mechanism Of Chengdu Xuyan River And Baitiao River Drinking Water Source Zone

Drinking water is the basic needs of human survival. High-quality, safe drinking water is directly related to the health of the masses, is an important guarantee for the sustainable development of the city:its importance is increasingly being recognized. But with the development of economy, the contradiction of the ecological protection and economic development in drinking water sources zone have become increasingly prominent. Ecological compensation as a new environmental management system, can be used for ecological protection of drinking water source zone to alleviate the contradiction of ecological environment protection and economic development in drinking water sources zone. Therefore, to establish and improve the ecological compensation mechanism of drinking water source is an effective means to solve the contradiction of ecological protection and economic development. Taking Chengdu Xuyan River and Baitiao River drinking water source zone as an example, based on the theory and achievement of foreign and internal ecological compensation mechanism, conducts the ecological compensation mechanism of research to the drinking water source zone.This paper discusses the concept of ecological compensation from different point of view, summary analysis on the theory of ecological compensation of drinking water source zone and practice experience in domestic and international, to provide a theoretical basis for the study on ecological compensation mechanism of drinking water source. With Xuyan River and Baitiao River drinking water source zone specifically, this paper calculates the ecological compensation standard of the drinking water source according to the cost of ecological environmental protection and the profit of ecological beneficiaries. Through calculation, obtained ecological compensation standard by the cost of ecological environmental protection calculated is169.98million RMB/year; the ecological compensation standard by the profit of ecological beneficiaries calculated is132.86million RMB/year. Comparative analysis of the above two results, it is recommended to ecological compensation standard as150.00million RMB/year; in the aspect of method of ecological compensation, summed up the financial compensation mainly, and supplemented the policy compensation and intelligence compensation, which called "blood transfusion" compensation. The development of organic agriculture, industry another development, compensation, which called "hematopoietic" compensation; In raising compensation funds raised to finance transfer payments, charge water environmental protection costs and ecological compensation taxes as raising channels; provides guarantee mechanism for ecological compensation of the drinking water source zone from the policies and regulations, the public, organization and leadership, supervision and control of funds.
