Study On Problems And Countermeasures Of Flower Industry In Changsha In The Background Of "Resource-Economical&Environment-Friendly Society"

As a new point of economic growth for the new century, flower industry is an item of green industry gathering benefits in economy, social and ecology. Development of flower industry is not only important to adjust the agriculture industrial structure, develop the rural economy and increase the income of peasants but also plays a very important role in improving urban eco-environment and pushing forward urban afforestation and beautification.The Changsha-Zhuzhou-Xiangtan Urban Agglomeration was determined by National Development and Reform Commission for trial zone of comprehensive coordinated reform of resource conservation and environment friendly society in2007. The Hunan government established the "Green Core" in the middle of Changsha, Zhuzhou and Xiangtan for the development of flower industry. However, the flower industry in Changsha is in its infancy and has abundant of problems. Therefore, in order to bring about agricultural restructuring, increase employment opportunities and famers’ income, accelerate urban and rural amalgamation and build a resource thrift and environment friendly society in Hunan, it is necessary to study and correctly understand the existing status, the advantages and problems of the flower industry in Changsha.On the base of theories of agricultural industrialization, comparative advantage and sustainable development and through extensive reading of literatures home and abroad, the author has summarized the situation, the experience and the prospect of flower industry in the world. It is concluded that mass-production, specialization, regional concentration, new distribution channels tapping, great support of government and extending of the industry chain are the assurances to the development of domestic flower industry by comparison and analysis of the status and features of flower industry in Beijing, Yunnan, Zhejiang and Chendu.Status and characteristic of production, circulation consumption of flower industry in Changsha have been summarized through investigation, especially the investigation of Liuyang river flower band. Concrete problems on mode of production, technology content, product mix, infrastructure, logistics system, information system, consumption level and lack of policy support and advantages such as good location conditions, grand scale, unique brand and support from the plan of "green core" in flower industry of Changsha also have been analyzed. In the end, some suggestions have been proposed to realize the development of flower industry in Changsha. At first, the basically facilities must be improved and plans for the development and layout of flower industry should be done. Secondly, it is necessary to construct top-ranking logistics system and timely response mechanism for information. Thirdly, strong desire for flower consumption must be set up. last but not least, it is needed to strengthen support of policy guidance and bring the government support in to full play.
