Study On Ecological-Using For Land Resource In Changsha City Under The Vision Of A Resource-saving And Environmentally Friendly Society

Whether land-use structure is reasonable or not can directly affect the economic, social and ecological benefits of land use. Construction of "two-oriented society" requires more intensive use of resources, improving the overall efficiency of resource use and rational structure of land-use. So it is significant to study the structure optimization of land use against the background of "two-oriented society" construction.This paper analyzes the subject background and significance around the significant subject of structure Optimization of land use in ChangSha City, introduces many kinds of references at home and abroad as literature review and summarizes the research contents and methods of the study. It then presents the concept of structure optimization of land use and related theories and analyzes the relation between structure optimization of land use in Changsha and "two-oriented society" construction.Combining economics, ecology, geography and all these interdisciplinary theories, adopting the graphic and comparative analysis methods, the research and analysis of the state of ChangSha land structure in2008and the trend of ChangSha land use from2000to2008has been made. With the support of the empirical study, all kinds of land use in ChangSha have been evaluated and the potentiality of the utilization has been analyzed. Meanwhile, it highlights that the existing problems are the weak land ecological environment, the grim situation of cultivated land protection, the extensive expansion of city scale and the disarrangement and the unbalance of the structure of urban land use. The reasons of those problems are also explored.Based on different periods of territory use planning and urban master plans, statistical data of various types of land in Changsha and the analysis of the territory usage optimization measures in Portland of the United States and Tokyo in Japan, as well as Chengdu and Dalian in China, the article presents following countermeasures: transform Changsha planning on Smart Growth, focus on public policy in the aggregate planning, take the measure "New increasing controlling, stock mining" innovate the development mode in ecological concept and improve the planning system of intensive land use in Changsha. Meanwhile effective optimization of the implementation details is presented.
