Study On Informatization Construction Of The New Rural Cooperative Medical In Yunnan Province

At present, the social security career entered into a period of rapid development, along with changing rapidly in social security policy, the expanding in the scope of business, a sharp increase in related information, frequent exchange in data. In Social security insurance, medical insurance relationship is relatively complex, which includes the insured person, management mechanism, medical insurance agencies, hospitals and pharmacies, and so on, and hospital, medical insurance institution and the insured person is formed between the more perplexing relationship of insurance--medical--patient. The new rural cooperative medical is part of the medical security system. It exposed a series of problems in the growing, which include complicated medical claims procedures, excessive residual fund and management confusion.To study the fundamental, in addition to defective system, the main reason is imperfect management mechanism of the new rural cooperative, the lagging of management means and extensive management pattern. So, How to take effective measures improving management level of the new rural cooperative, which ensure the system runs smoothly, is an urgent problem that we need to solve.On the basis of the research about the information technology of medical insurance at home and abroad, with related theory of the social security, management, computer science and with the research methods of the survey method, case analysis, the combination method of theory and practice, the paper described the platform of medical insurance, architecture mode, network construction, medical insurance system, social security card, remote medical treatment in information construction of medical insurance in Yunnan Province. The paper study the business process of new rural cooperative medical insurance in the Yunnan province, the sharing of information resources are the main reasons of business process problems in the information perspective, and then analysis the factors,which obstacles the sharing of information resources,have benefit segmentation in departments, the ingrained idea of traditional administrative system, a lack of unified planning, non-standard information and imperfect basic construction, then put forward the Countermeasure, which include coordinating interest, establishing the sharing mechanism of information resource of new rural cooperative medical, planning long-term consideration, deepening the reform of the administrative system and innovating the management mode reform in the management, and common information standard, strengthened primary building in technology and establishing the province’s internet information network of the new rural medical insurance.
